The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on March 6, 2024, at 11:30 am.
District Board and Committee members present: Ralph Rieger, Marsha Fisk, Sheri Cortez
Staff members present: Xavier Herrera, Josh Hawes, Cosme Garcia, Alan Bernstein
Public safety present: Lt. Manfre – HPD, Sgt. Juarez – HPD, Officer Meza, Mike Laster – HCAO
Public present: Brenda Jackson, Stephen Polnaszek, Doug Phillips, Cynthia Demery, Marcy Williams, Anthony Joseph
Executive Director Herrera called the meeting to order at 11:37 AM, and the committee meeting adjourned at 12:23 PM.
THE COMMITTEE CONSIDERED THE FOLLOWING:

a. No public comments were received.
3. Minutes of 2/7/24 Public Safety Committee Meeting
a. Committee meeting minutes provided for reference.
4. Report from HPD (S. Gessner & Southwest) for the month of September.
a. Southwest
i. Lt. Manfre reported District 15 crime stats. A detailed report is available in the committee packet.
b. S. Gessner
i. Officer Meza reported District 17 crime stats. A detailed report is available in the committee packet.
c. Bike & DRT
i. Officer Meza provided the DRT report of activities.
ii. Sgt. Juarez gave an update on the 7600 W. Airport property and advised that the owner has agreed to clean up the property and he has been issued several citations.
iii. Director Cortez advised that a multi-management district plan to address the street vendor issue.
iv. Mr. Hawes addressed the issue and advised that the districts are working on a solution.
5. Receive report on HPD Overtime Program
a. Sgt. Juarez answered questions regarding overtime activities.
b. Mr. Herrera advised and Mr. Garcia confirmed the last overtime fund report had a balance of at least $80,000. Additionally, Mr. Garcia advised that the board did approve a disbursement of $100,000 to HPD for overtime and HPD is in receipt of the check.
6. Receive report from Harris County Attorney’s Office
a. Mr. Laster updated the committee regarding ongoing Chapter 125 cases and investigations.
7. Update from the Harris County District Attorney’s Office
i. Ms. Cortez advised the DA’s office is working on a hate crime awareness campaign and updated the committee on the DA’s criminal forfeit asset spending in the community.
8. Discussion & Recommendations
a. December Graffiti & Light Outage Report
i. Graffiti
1. Executive Director Herrera reported that 29 sites have been abated for the month of February. A detailed report is available in the committee packet.
ii. Light Outage Report
1. Executive Director Herrera advised that 40 lights were reported as out for the month of February.
9. Receive RCR Report
a. Executive Director Herrera reported there were no changes to the RCR report.
