Brays Oaks Management District Public Safety Committee met Feb. 7.

Here are the minutes provided by the committee:

The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on February 7, 2024, at 11:30 am.

District Board and Committee members present: Starla Turnbo, Ralph Rieger, Steve Moore, Cindy Chapman, Sheri Cortez

Staff members present: Xavier Herrera, Cosme Garcia, Alan Bernstein

Public safety present: Commander Daryn Edwards, Lt. Himes – HPD, Sgt. Juarez – HPD, Officer Michael, Officer Meza, Officer Thibeaux, Mike Laster – HCAO

Public present: Brenda Jackson, Stephen Polnaszek, Doug Phillips, Cynthia Demery, Mike Weingart, Tina DeFiore

Committee Chair Starla Turnbo called the meeting to order at 11:30 AM, and the committee meeting adjourned at 12:28 PM.

THE COMMITTEE CONSIDERED THE FOLLOWING:

2. Public Comment

a. No public comments were received.

3. Minutes of 1/10/24 Public Safety Committee Meeting

a. Committee meeting minutes provided for reference.

4. Report from HPD (S. Gessner & Southwest) for the month of September.

a. Southwest

i. Commander Edwards reported District 15 crime stats. A detailed report is available in the committee packet.

b. S. Gessner

i. Lt. Himes reported District 17 crime stats. A detailed report is available in the committee packet.

c. Bike & DRT

i. Sgt. Juarez advised that they are working on a plan to utilize more of the DRT funding by utilizing more analysis.

ii. Officer Meza provided the DRT report of activities.

iii. Sgt. Juarez gave an update on the 7600 W. Airport property and advised that the owner has agreed to clean up and fence the property.

1. Director Cortez requested HPD environmental look into the issue also, if needed.

iv. Director Chapman inquired as to which entity is providing graffiti abatement. Sgt. Juarez advised that they will report graffiti to the district and to 311.

v. Lt. Himes advised that DRT is in the community and prioritizes education when investigating possible violations.

5. Receive report on HPD Overtime Program

a. Lt. Himes reviewed their plan to use overtime funds, the remaining funds, and reviewed the activity for January.

6. Receive report from Harris County Attorney’s Office

a. Mr. Laster updated the committee regarding ongoing cases, including

1 apartment complex that will receive a Chapter 125 advisory notice.

2 convenience stores are actively being researched regarding calls for service. HCAO and HPD DRT are investigating other properties and a detailed report should be available next month. Any concerns should be sent to Executive Director Herrera, Mr. Beserra, or HPD command.

b. Mr. Phillips inquired if HCAO knows what causes a drop in calls for service. Mr. Laster advised that he was unaware, but calls for service need to be analyzed to determine if they are covered under Chapter 125.

c. Director Chapman requested an overview of the types of activities that fall under Chapter 125. Mr. Laster reviewed the categories of crimes listed in the Civil Practice and Remedies Code Ch. 125.

7. Update from the Harris County District Attorney’s Office

i. Ms. Cortez advised the committee to report illegal dumping to law enforcement. Additionally she discussed the gun safe program and HCDA’s partnership with HPD DRT to distribute.

ii. Commander Edwards advised the committee to spread the message to secure weapons during Rodeo season. Ms. Cortez will reach out to Commander Edwards to coordinate a possible gun safe distribution for the Rodeo Cook-off.

8. Discussion & Recommendations

a. December Graffiti & Light Outage Report

i. Graffiti

1. Executive Director Herrera reported that 55 sites have been abated for the month of January. A detailed report is available in the committee packet.

ii. Light Outage Report

1. Executive Director Herrera advised that a report will be given next month.

9. Receive RCR Report

a. Executive Director Herrera reported there were no changes to the RCR report.
