Brays Oaks Management District Beautification and Urban Design Committee met Feb. 7.

The Brays Oaks Management District Beautification and Urban Design Committee held a meeting via Zoom video conference on February 07, 2024, at 1:30 PM.

District Board and Committee members present: Sheri Cortez

Staff members present: Xavier Herrera, Cosme Garcia

Public present: Sonia Chavez – SMC Logistics, Erin Lewandowski – Price Wagener, Evan Rodriguez – SMC Logistics, Stephen Polnaszek – Neighborhood to Trails, Brenda Jackson, Naomi Ostfeld, Patricia Dorsey, Sharon Young, Sylvester Reeder, Jerry Helfand

Executive Director Xavier Herrera called the meeting to order at 2:01 PM, and the committee meeting adjourned at 2:40 PM.

THE COMMITTEE CONSIDERED THE FOLLOWING:

a. No public comments were received.

3. Minutes of 1/11/24 B&UD Committee Meeting

a. Committee meeting minutes were submitted for reference and review.

4. Receive a report on landscaping and porter services from Price Wagener and SMC Logistics for the month of December, and proposals for recommendation to BOMD Board for consideration.

a. Landscaping - Price Wagener

i. Ms. Lewandowski presented the report for Price Wagener for the month of January and reviewed a proposal for irrigation repairs. Full report available in committee packet.

b. Porter Services - SMC Logistics

i. Ms. Chavez presented the report for SMC Logistics for the month of January. Full report available in committee packet.

5. Field Service Operator Report

a. Mr. Rodriguez presented the FSO report and answered inquiries regarding the data provided and on the process of reporting graffiti. The detailed report is available in the committee packet.

6. Discussion, Updates and Recommendations

a. Parks & Facilities in BOMD

i. No update.

b. Willow Waterhole Greenway Conservancy

i. Executive Director Herrera read a report provided by Bill Burhans.

c. Friends of Keegans Bayou Trail and Parks

i. Request NO MOW on the east side of Brays Oaks Trail in February, March, through April 13.

1. Ms. Young presented her request and no questions were asked.

ii. Request for change in COH Interlocal Agreement: NO MOW to be in alignment with HCFCD.

1. Ms. Young presented her request and advised that in the meantime it would be helpful if the deck of the mower can be raised to 4 inches. No questions were asked.

iii. An opportunity to identify the Brays Oaks Trail

1. Ms. Young presented her request and answered questions. Director Cortez advised that some of these requests are a matter of communication, such as raising the deck of the mower. Executive Director Herrera will communicate further with Committee Chair Chapman. Ms. Dorsey commented on the need for signage.

iv. Director Cortez advised that the property on Benning is in the process of being cleaned up.

COMMITTEE RECOMMENDATIONS:

• The committee had no recommendations.

Brays Oaks Management District

Landscape Report – March 2024

1. Routine maintenance was performed with no issues. The Garden was maintained on February 8th and 29th and will be maintained again the weeks of March 11th and 25th.

2. 2024 mowing schedule for the district is included. There are 3 visits for March.

3. Regular Alternates Mowing Schedule for November:

a. #10-13 to be mowed week of March 11th

b. #3,5,6,7,8,9 to be mowed week of March 11th

c. #2 to be mowed week of March 11th

4. Insecticide and fungicide to be applied. (This is done every month.)

5. Keegan’s Trail was maintained on February 29th and will be maintained the week of March 25th.

6. Irrigation System has been turned on throughout the district. We are currently doing the district wide back flow testing and then a thorough inspection will be completed of the system. The inspection will consist of head replacements/adjustments where needed and adjusting the time for the system to run. At this time if there are any leaks or faulty equipment it will be reported, and an estimate will be provided if necessary.

7. District backflow inspections – these are ongoing, and the certifications are being uploaded to the City’s site upon completion of each. As of 3/1:

a. H628220 – 9400 ½ W. Bellfort – the water has been turned on to the backflow but there is no water. The city must have the water turned off here. We need the water to test the backflow.

b. 3 back flows have failed and will need to be re-built. An estimate will be provided for all that have failed. These are very old back flows.

c. 9902 S. Gessner – the back flow looks to have been damaged by a vehicle there was no accident debris. This back flow will need to be replaced and can then be tested. Estimate is provided.

8. An estimate for plant replacement is included. We have excluded Fondren from the list.
