The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on January 10, 2024, at 11:30 am. District Board and Committee members present: Starla Turnbo, Sheri Cortez Staff members present: Xavier Herrera, Cosme Garcia, Alan Bernstein Public safety present: Commander Daryn Edwards, Lt. Himes – HPD, Sgt. Juarez – HPD, Sgt. Weiche – HPD, Cawlyn Robinson – HCAO, Officer R. Michael – HPD, Beau Moreno - HFD Public present: Angelee Rhyne, Brenda Jackson, Stephen Polnaszek, Doug Phillips Committee Chair Starla Turnbo called the meeting to order at 11:33 AM, and the committee meeting adjourned at 12:19 PM.

2. Public Comment
a. Mr. Moreno with HFD introduced himself to the committee and advised that HFD will start to attend public safety meetings.
3. Minutes of 11/01/23 Public Safety Committee Meeting

4. Report from HPD (S. Gessner & Southwest) for the month of September.
a. Southwest
i. Commander Edwards reported District 15 crime stats. A detailed report is available in the committee packet.
b. S. Gessner
i. Lt. Himes reported District 17 crime stats. A detailed report is available in the committee packet.
c. Bike & DRT
i. Sgt. Juarez advised that they are working on a plan to utilize more of the DRT funding in the coming months. DRT activity report is available in the committee packet.
ii. Ms. Rhyne advised of issue regarding gas station across from Glenshire park. Sgt. Jaurez asked Ms. Rhyne to send him an e-mail with the details.
5. Receive report on HPD Overtime Program
a. Sgt. Weiche provided and update on funds and advised that HPD is working with BOMD on the next disbursement of funds.
b. Lt. Himes advised that they are working on how to best deploy DRT resources.
6. Receive report from Harris County Attorney’s Office
a. Mr. Robinson updated the committee regarding 5 ongoing cases and advised that HCAO and HPD are meeting to discuss strategies to gain compliance regarding nuisance properties.
7. Update from the Harris County District Attorney’s Office
i. Ms. Cortez advised the committee that guns stolen from cars is down and they believe the gun safe program has encourage safe storage of weapons. Gun safes will now be distributed to victims of domestic violence through the HCDA’s office.
The latest PSA is focused on child abuse and human trafficking. Additionally, illegal dumping should be reported to HPD or the local law enforcement agency.
8. Discussion & Recommendations
a. December Graffiti & Light Outage Report
i. Graffiti
1. Executive Director Herrera reported that 40 sites have been abated for the month of December. A detailed report is available in the committee packet.
ii. Light Outage Report
1. Executive Director Herrera reported that 34 streetlights were reported to CenterPoint Energy.
9. Receive RCR Report
a. Executive Director Herrera reported there were no changes to the RCR report.
