Southwest Management District Board of Directors met Nov. 27.
Here is the agenda provided by the board:
1. Determine quorum; call meeting to order.
2. Receive public comments. (A statement of no more than 3 minutes may be made on items of general relevance. There will be no yielding of time to another person. State law prohibits the Board Chair or members of the Board from commenting on any statement or engaging in dialogue without an appropriate agenda item being posted in accordance with the Texas Open Meetings Law. Comments should be directed to the entire Board, not individual members. Engaging in verbal attacks or comments intended to insult, abuse, malign, or slander any individual shall be cause for termination of time privileges).
3. Approve Minutes of meeting held October 23, 2023.
4. Form a nominating committee for the vacant and available board seat.
5. Accept the Hearing Examiner’s Report and Proposal for a Decision for a public hearing regarding the supplemental assessment roll.
6. Adopt Order Supplementing the Assessment Roll; Levying Assessments Against the Property on the Supplemental Assessment Roll; and Setting the Rate of Assessment for the year 2023.
7. Discuss the status of Richmond area annexation.
8. Receive updates and recommendations from the Finance Committee.
a. Receive Assessment Collection Report.
b. Receive monthly financial reports and approve payment of invoices.
c. Discuss Policy and Procedures for bank card use by District Officers and Directors.
d. Discuss procedures for authorizing minor expenditures by board members prior to board meetings, including meal expenses.
9. Receive updates and recommendations from the Business and Economic Development Committee.
a. Consider a sponsorship request from the Indian Film Festival for its 16th Annual Indian Film Festival of Houston on February 23rd and 24th at the Texas Asia Society.
b. Consider a sponsorship request from the HPD Westside Division for its Holiday Event.
c. Consider a sponsorship request from the HPD Midwest Division for its Holiday Bash.
d. Consider a sponsorship request from the HPD S. Gessner Division for its Toy Drive.
e. Consider a sponsorship request from The Police and Clergy Team (PACT) and the Mayor’s Assistance Office Department of Neighborhoods for its 14th annual 'Spark of Love Children’s Christmas Luncheon and Toy Giveaway'.
f. Consider supporting the Mayor’s AAPI Advisory Board’s Press Conference on Wednesday, November 15, 2023, from 1 pm – 3 pm at CCC.
10. Receive updates from the Public Safety Committee.
11. Receive updates from the Environmental and Urban Design Committee.

The Board will conduct an in-person meeting at its physical meeting location. Members of the Board may participate by videoconference in accordance with requirements of the Texas Open Meetings Act, provided a quorum of the Board meets in-person.
12. Consider the following Budget items:
a. Holiday appreciation dinner for the Board and staff;
b. Holiday District Party; and
c. State of the District Report.
13. Receive Executive Director’s Report.
14. Convene Executive Session pursuant to Section 551.074, Texas Government Code, to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.
15. Reconvene in Open Session and authorize appropriate action with regard to appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee.
16. Adjourn.
