Brays Oaks Management District Beautification and Urban Design Committee met Oct. 5.

The Brays Oaks Management District Beautification and Urban Design Committee held a meeting via Zoom video conference on October 05, 2023, at 1:30 PM.

District Board and Committee members present: Cindy Chapman, Ronnie Plotkin, Ralph Rieger

Staff members present: Xavier Herrera, Cosme Garcia

Public present: Sonia Chavez – SMC Logistics, Erin Lewandowski – Price Wagener, Evan Rodriguez – SMC Logistics, Stephen Polnaszek – Neighborhood to Trails, Marcy Williams, Bill Burhans – WWGC, Gerda Gomez, Brenda Jackson, Naomi Ostfeld

Committee Chair Cindy Chapman called the meeting to order at 2:00 PM, and the committee meeting adjourned at 2:49 PM.

THE COMMITTEE CONSIDERED THE FOLLOWING:

2. Public Comment

a. No public comments were received.

3. Minutes of 09/07/23 B&UD Committee Meeting

a. Committee meeting minutes were submitted for reference and review.

4. Receive a report on landscaping and porter services from Price Wagener and SMC Logistics for the month of September, and proposals for recommendation to BOMD Board for consideration.

a. Landscaping - Price Wagener

i. Ms. Lewandowski presented the report for Price Wagener for the month of August and reviewed a proposal for irrigation repairs. Committee Chair Chapman advised that the proposal was within the amount that is allowed to be authorized by the ED without board approval. Full report available in committee packet.

ii. Committee Chair Chapman inquired if any additional maintenance should be completed regarding the flower beds, such as mulching. Ms. Lewandowski advised that the district should wait until the Spring to replace plants. Mulching would help protect the plants that survived the drought.

iii. Committee Chair Chapman advised that the committee should consider factoring plant replacement into the FY2024 budget.

b. Porter Services - SMC Logistics

i. Ms. Chavez presented the report for SMC Logistics for the month of September. Full report available in committee packet.

5. Field Service Operator Report

a. Mr. Rodriguez presented the FSO report which is available in the committee packet.

b. Ms. Jackson advised of a property at 7600 W. Airport that may become a nuisance to the community.

6. Discussion, Updates and Recommendations

a. BOMD Monument Repair / Replacement Status

i. Mr. Garcia gave an update on the repair / replacement status of the monument. The monument has been repaired and replaced. Additionally, a second monument has been repaired and is in storage.

b. Harris County Commissioner Pct. 4 Partnership Projects – 2024

i. Committee Chair Chapman advised that there will be opportunities for partnership projects next year.

ii. Mr. Pendelton advised that another call for projects will likely occur in mid to late January. Mr. Pendelton will come back to update the committee on the status.

c. Parks & Facilities in BOMD

i. Ms. Rhyne gave an update on events at Marian Park. Additionally, Ms. Rhyne inquired into the possibility of installing directional signage for Marian Park.

d. Gasmer Site Update

i. Mr. Burhans gave an update on the transfer of the property from CoH to BORA.

e. Willow Waterhole Greenway Conservancy

i. Mr. Burhans reported on the ongoing projects at Willow Waterhole, including the installation of the butterfly sculpture.

7. Review FY2023 Committee Budget

a. Executive Director Herrera reviewed the current budget with the committee.
