The Brays Oaks Management District Infrastructure Committee held a meeting via Zoom video conference on October 05, 2023, at 3:30 PM.

Public present: Taylor Risien – Gauge Engineering, Naomi Ostfeld, Bill Burhans – WWGC, Bill King – WWGC, Sylvester L. Reeder III – Houston One Voice, Brian Pendleton – Office of HC Pct. 4 Commissioner Lesley Briones, Brenda Jackson
Director Etan Mirwis called the meeting to order at 3:36 PM, and the committee meeting adjourned at 4:39 PM.
THE COMMITTEE CONSIDERED THE FOLLOWING:

2. Public Comment
a. No public comments were received.
3. Minutes of 09/07/2023 Infrastructure Committee Meeting
a. Committee meeting minutes submitted for reference and review.
4. Updates & Recommendations
a. Discuss Northfield Traffic Engineering Study
i. Committee Chair Mirwis discussed the addition of a new residential development in the Northfield area.
ii. Chairman Rieger asked if there were any plans for community connections as part of the study. Committee Chair Mirwis advised that the issue would be addressed later in the agenda.
iii. Mr. Reeder agreed that the study was necessary and may lead to other economic opportunities.
iv. Committee Chair Mirwis commented that BOMD contracted engineers should review the traffic study and give their opinion and recommendations.
v. Director Chapman requested clarification as to if the recommendation is to add a traffic signal or protected turn into the neighborhood.
vi. Committee Chair Mirwis advised that at a minimum a protected turn would be advisable.
b. TIRZ 20 Presentation
i. Mr. Huml, senior project manager with HHA, gave an overview of TIRZ 20 projects and the protocol for TIRZ projects. Additionally, Mr. Huml reviewed the Brays Oaks study area which will focus on mobility and drainage.
ii. Mr. Huml advised that TIRZ 20 will review the Northfield Traffic Engineering study and explore subdivision connectivity solutions as part of the Brays Oaks study area project.
iii. Committee Chair Mirwis inquired how BOMD can bridge the communication gap between the TIRZ and the management district.
iv. Mr. Huml advised that a representative from Gauge Engineering will be present in the future to give updates.
v. Director Chapman advised that W. Bellfort and Burdine area may have more pedestrian traffic and if the TIRZ would consider investigating pedestrian safety and access to the new library. Mr. Huml advised that Gauge Engineering may be able to tailor the study to include Director Chapman’s concerns.
c. Fondren Rd. Project
i. No update.
d. Ruffino Detention Project
i. Mr. Reeder gave an update on Houston One Voice’s EPA Environment Justice Problem Solving grant application and on the Ruffino property.
5. Update on Willow Waterhole Greenway trail project
a. Westbury Lake Trails
i. Mr. Burhans gave an update on street construction projects near WWG and advised that trails should be complete in early November.
b. West of S. Post Oak
i. Mr. Risien gave an update on the trails West of S. Post Oak; 2.8 miles of trails; construction started on Triangle, Scout, and Heron lakes.
c. East of S. Post Oak
i. Mr. Risien gave an update on the trails East of S. Post Oak; bidding for Prairie Lake closed and recommendation to WWG to award the contract to Environmental Allies, LLC in the amount of $1.7 million.
