The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on October 04, 2023, at 11:30 am.
District Board and Committee members present: Ralph Rieger, Cindy Chapman, Sheri Cortez, Ronnie Plotkin, Sylvia Rivas, Marsha Fisk
Staff members present: Xavier Herrera, Josh Hawes, Cosme Garcia, Alan Bernstein Public safety present: Commander Hassig, Lt. Fehr – HPD, Officer F. Meza Jr. – HPD, Officer Thibeaux - HPD, Cawlyn Robinson – HCAO, Officer R. Michael – HPD
Public present: Angelee Rhyne, Brian Pendleton – Office of HC Pct. 4 Commissioner Lesley Briones, Brenda Jackson, Doug Phillips, Aimee Mobley Turney – Office of Texas Rep. Gene Wu
Executive Director Xavier Herrera called the meeting to order at 11:33 AM, and the committee meeting adjourned at 12:16 PM.

a. No public comments were received.
3. Minutes of 09/06/23 Public Safety Committee Meeting
a. Committee meeting minutes provided for reference.
4. Report from HPD (S. Gessner & Southwest) for the month of September.
a. Southwest
i. Commander Hassig reported District 15 crime stats. A detailed report is available in the committee packet.
b. S. Gessner
i. Lt. Fehr reported District 17 crime stats. A detailed report is available in the committee packet.
c. Bike & DRT
i. Officer Thibeaux gave a report on DRT activities. A detailed report is available in the committee packet.
ii. Ms. Rhyne advised of an issue at a local gas station. Lt. Fehr advised HPD will investigate the issue.
iii. Chairman Rieger inquired into other events in the community. Lt. Fehr advised he didn’t have information on all events HPD attended on National Night Out.
iv. Chairman Rieger advised he would like a tour of the Flock camera facility.
5. Receive report on HPD Overtime Program
a. Lr. Fehr provided the HPD Overtime Program report. A detailed report is available in the committee packet.
b. Lt. Fehr advised that the HPD Overtime report does not reflect the latest $100,000 disbursement from BOMD.
6. Receive report from Harris County Attorney’s Office
a. Mr. Robinson reported that the interlocal agreement regarding Chapter 125 was approved Sept. 19th. HCAO is working to update recent calls for service data on two convenience stores in the area. HCAO plans to meet with HPD to plan a course of action for an apartment complex in the area.
b. Mr. Phillips inquired if HCAO is planning any action into the complex formerly known as The Life at Jackson Square. Director Plotkin advised that the apartment complex is not in any of the management districts that have entered the Chapter 125 ILA with HCAO.
c. Mr. Robinson inquired into the issue brough up by Ms. Rhyne; Ms. Cortez advised she would forward the address of the establishment on behalf of Ms. Rhyne.
7. Update from the Harris County District Attorney’s Office
i. Ms. Cortez advised the committee that the latest PSA is focused on domestic violence awareness.
8. Discussion & Recommendations
a. September Graffiti & Light Outage Report
i. National Night Out
1. Executive Director Herrera reviewed photos and gave an update regarding the BOMD NNO event.
ii. Graffiti
1. Executive Director Herrera reported that 16 sites have been abated for the month of September. A detailed report is available in the committee packet.
iii. Light Outage Report
1. No update.
9. Receive RCR Report
a. Executive Director Herrera advised the committee that the RCR report had no changes.
10. Review FY2023 Committee Budget
a. Executive Director Herrera reviewed the committee’s budget.
b. Mr. Rhyne inquired into who she should contact regarding installing a Flock camera near Marian Park. Executive Director Herrera asked Ms. Rhyne to submit an e-mail to him with the request.
