Brays Oaks Management District Business & Economic Development Committee met Oct. 4.

The Brays Oaks Management District Business and Economic Development Committee held a meeting via Zoom video conference on October 04, 2023, at 10:00 am.

District Board and Committee members present: Sheri Cortez, Ralph Rieger, Sylvia Rivas, Ronald Plotkin, Cindy Chapman, Marsha Fisk, Brandon Herndon

Staff members present: Xavier Herrera, Josh Hawes, Cosme Garcia, Alan Bernstein Public present: Barbara Hite – District K, Brenda Jackson, Brian Pendleton – Office of Harris County Comm. Pct. 4 Lesley Briones, Perdita “DiDi” Chavis – District K

Committee Chair Sheri Cortez called the meeting to order at 10:01 AM, and the committee meeting adjourned at 10:34 AM.

THE COMMITTEE CONSIDERED THE FOLLOWING:

1. Call to Order

2. Public Comment

a. Ms. Jackson commented on the property at 7600 W. Airport and the dumpsters on the property. Director Cortez advised that the issue will be forwarded to HPD for review.

3. Minutes of 09/06/23 B&ED Committee Meeting

a. Committee meeting minutes submitted for reference.

4. District Updates & Recommendations

a. Development Properties

i. Committee Chair Cortez advised of a panel replacement project by VMPT Castex Tatum and gave an update on the status of the Brays Oaks Crossing signage.

ii. Committee Chair Cortez advised that the property where the old Fallas Paredes is has now been cleaned up.

b. Ruffino Redevelopment

i. No update.

c. Branding – SNR Creative

i. Committee Chair Cortez advised that a planned subcommittee meeting was placed on hold while past task orders were under review.

ii. Committee Chair Cortez advised board members that she would like them to be part of the subcommittee. Director Herndon advised to please send a calendar invite.

d. Event policies and procedures

i. Mr. Hawes advised that event polices and procedures will be presented during the BOMD board retreat.

e. Permits & Platting

1. Permits

a. Executive Director Herrera reported the number of residential and commercial permits for the month of September.

i. Detailed report available in committee packet.

2. Platting

a. Executive Director Herrera reported the platting activity for the month of September.

f. Business PIP

i. Committee Chair Cortez advised that she has been in contact with Sgt. Juarez regarding the PIP.

g. Business Incentives Program

i. Executive Director Herrera advised that Solugen, Inc. will be our last recommendation for the year. Mr. Bernstein advised that communications staff has been working with Solugen, Inc. on a story.

5. Consider attending 5th Annual Real Estate Construction Summit

a. Executive Director Herrera reviewed the details of the event.

b. The committee agreed to submit this request to the board.

6. Review FY2023 Committee Budget

a. Executive Director reviewed the FY2023 committee budget.

b. Director Chapman inquired when budget workshops would take place. Executive Director Herrera advised that committee budgets should be discussed in more detail during the November committee meetings; a budget workshop will be scheduled in December; the budget should be finalized at the BOMD January board meeting.

c. Chairman Rieger advised that BOMD should budget to join the South Asian Chamber of Commerce. Committee Chair Cortez agreed and advised Executive Director Herrera to investigate joining the chamber.

d. Director Herndon advised that he supports idea of joining local chambers of commerce.
