The Brays Oaks Management District Public Safety Committee held a meeting via Zoom video conference on June 07, 2023, at 11:30 am.
District Board and Committee members present: Ralph Rieger, Cindy Chapman, Sheri Cortez, Steve Moore
Staff members present: Xavier Herrera, Cosme Garcia, Victor Beserra, Alan Bernstein Public safety present: Commander Hassig, Lt. Kirby Fehr – HPD, Officer F. Meza Jr. – HPD, Sgt. Cedric Nickerson – HPD, Mike Laster – HCAO
Public present: Stephen Polnaszek – Neighborhoods to Trails, Marcy Williams, Sylvester Reeder III – Houston One Voice, Brenda Jackson, Barbara Richards, Tina DeFiore – HAA, Doug Phillips, Carolyn Riley – Rep. Executive Director Xavier Herrera called the meeting to order at 11:33 AM, and the committee meeting adjourned at 12:25 PM.
THE COMMITTEE CONSIDERED THE FOLLOWING:

2. Public Comment
a. Mr. Phillips commented on 311 reporting issues regarding illegal dumping. Director Chapman advised that using the app See, Click, Fix recommended. Director Plotkin advised that CoH and Federal Gov. have come to an agreement that should result in an improved impact on illegal dumping issues.
3. Minutes of 05/03/23 Public Safety Committee Meeting
a. Committee meeting minutes provided for reference.
4. Report from HPD (S. Gessner & Southwest) for the month of May.
a. Southwest
i. Commander Hassig reported District 15 crime stats. A detailed report is available in the committee packet.
ii. Director Moore asked for clarification on the theft category. Commander Hassig advised that the stat is stealing of property without use of force.
iii. Commander Hassig answered a question from Ms. Jackson regarding reporting car break-ins.
b. S. Gessner
i. Lt. Fehr reported District 17 crime stats. A detailed report is available in the committee packet.
c. Bike & DRT
i. Sgt. Nickerson gave a report on DRT activities. A detailed report is available in the committee packet. Executive Director advised Sgt Nickerson of on-going issues in the district.
5. Receive report on HPD Overtime Program
a. Lt. Fehr provided a report on the crime initiative overtime program. A detailed report is available in the committee packet. Executive Director Herrera advised the committee that the district would start the process of donating additional funds in July.
6. Consider matching reward for Crime Stoppers Houston
a. Director Cortez reviewed a specific case in which a matching reward would be donated to Crime Stoppers Houston to catch a potential fugitive in the community. ADA Bryant with HCDA explained the role of the fugitive apprehension section in the DA’s office. Director Plotkin requested details regarding the matching amount and clarification on the procedure in which funds would be released to the person providing a tip. Director Cortez advised that the match request is $5,000, additionally if the matching funds are not used in 1 year the district may request the return of the funds or use the funds for another reward need. ADA Bryant advised that the tip must be a direct cause of the arrest in order for the reward to be paid out.
7. Receive report from Harris County Attorney’s Office
a. Mr. Laster reported that HCAO currently has 6 open files in various stages of the chapter 125 process - 5 are convenience stores and 1 is an apartment complex. Additionally, the ILA between Harris County and HCAO will need to be renewed soon. HCAO hopes to have an agreement ready for BOMD to review in August.
8. Update from the Harris County District Attorney’s Office
i. Ms. Cortez advised that HCDA PSA is focused on not leaving children in hot vehicles.

1. Executive Director Herrera reported that 20 sites have been abated for the month of May.
ii. Light Outage Report
1. No report for the month of May.
10. Receive RCR Report
a. Executive Director Herrera advised there were no changes to RCR for the month of May, as Ms. DeFiore had to leave the meeting.
