A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, March 28, 2023, with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Mary Nan Huffman, Karla Cisneros, Robert Gallegos, Martha Castex-Tatum, Michael Kubosh and Sallie Alcorn; Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. At 1:36 p.m., Mayor Turner called the meeting to order and recognized Council Member Kamin for the first proclamation.

Council Member Kamin presented a proclamation to Waltrip High School Band recognizing their win in the Battle of the Bands and SAFE Diversity Olympics Educational Spirit Day. Accepting the proclamation were Thelma Scott, Jason Moore, Rodrick Brown, Brenda Smith and students of Waltrip High School Band.

Mayor Turner presented a proclamation to the Strategic Procurement Division (SPD) recognizing National Procurement Month and all Strategic Procurement Division (SPD) employees. Accepting the proclamation were Jedediah Greenfield, Chief Procurement Officer and Will Jones, Finance Director.

Mayor Turner presented a proclamation to the 2023 NCAA recognizing the Final Four Tournament game. Accepting the proclamation were the members of the Harris County-Houston Sports Authority, the Chairman, Directors and the Board Members.

Mayor Turner recognized Council Member Huffman for the Invocation. Council Member Huffman invited Reverend Irv White (Ashford United Methodist Church) for the Invocation after which Council Member Huffman led the Pledge of Allegiance.

At 9:05 a.m., Mayor Turner called the meeting of the Houston City Council to order and began with the Mayor’s Report.

MAYOR’S REPORT

Mayor Turner stated that they are all aware of the devastation in Mississippi caused by the tornados. The City of Houston is partnering with Gallery Furniture, 6006 North Freeway, from 9:00 a.m. to 6:00 p.m., and you can drop off items through the rest of the week. The Astros Foundation is also collecting supplies today at Minute Maid Park, 1800 Texas Avenue, until noon today. Items that are needed are gift cards, flashlights, hygiene products, bathing wipes, toothbrushes, toothpaste, soap, shampoo, sanitary napkins, adult diapers, deodorant, baby items, formula, baby food, blankets and clothes. You can find a full list of the items on the City of Houston’s website. He wants the City of Houston to do what we do and that is to get the people in Mississippi get their feet back on the ground.

We all know that the Final Four will be this week. Things have already started. The McDonald’s basketball game was very well attended. The Astros’ season opens this week, starting tomorrow. The Rockets are playing this weekend. New Edition is performing this weekend. The HBCU All-Star basketball game is Sunday at 3:00 p.m. at Texas Southern University. He wants to take this opportunity to welcome to the City of Houston, the players, families and friends of UConn, Miami, San Diego State, Florida and Atlantic. This weekend, the March Madness Music Festival will be at Discovery Green and the Final Four Fan Festival will be at the George R. Brown Convention Center.

Today at 2:00 p.m., Mayor Turner will be announcing the One Clean Houston Initiative, similar to One Safe Houston, which has been proven to be very effective. Violent crimes in Houston have gone down.

On Friday, there will be a Cesar Chavez March for Justice at Chavez High School. The community event is organized by parents and others who oppose the TEA takeover of HISD. This march starts at 8:00 a.m. in front of Cesar Chavez High School.

Today, March 29th, is the National Vietnam War Veterans Day. It’s a day meant to pay tribute to veterans of the Vietnam War. Today, he will join the Mayor’s Office of Veterans Affairs at an appreciation ceremony honoring those who served. The event will be at Veterans Memorial Park.

Members of Council commented and questioned Mayor Turner on the Mayor’s Report.

Mayor Turner presented a proclamation to the Houston Airport System for their achievements and accomplishments for the 2023 World Airport Awards presented by Skytrax. Accepting the proclamation were Director Mario C. Diaz and his team.
