Community Services Director Cristina Burns gave a brief overview of the item noting they are working on construction documents for the Reyes, Mashburn, Nelms masterplan. This plan will include taking out three soccer fields along Fairgrounds Road and replacing them with baseball fields. It will also include adding lighting to the Windlands soccer fields.

28. 0782023 – DISCUSS POLICY MATTERS RELATED TO THE CITY OF MIDLAND ANIMAL SERVICES DIVISION’S OPERATION OF THE MIDLAND ANIMAL SHELTER. THE CITY COUNCIL MAY CONSIDER AND TAKE ACTION UPON A MOTION REGARDING SAID MATTERS
Janet Harris, 2201 Shell, had several questions for Council and the Interim City Manager that ranged from leash laws to dogs roaming the streets.
Community Services Director Cristina Burns reported on laws about dogs roaming the street and fines.
Evelyn Burgos, West Ohio, gave Council a scenario and reported that animals are beings with feelings that should be treated with respect. Ms. Burgos wanted to know if there was something that could be done about the voucher program.
Interim City Manager Morris Williams gave a brief report on the shared progress with the City of Odessa in finding a Veterinarian to service both Cities.
Shelly Almuina, 3112 Barkley, spoke on the increase of abuse and abandonment of animals and would like to know if there is a policy to help the situation.
Mayor Blong spoke on the love and support she and the Council have for animals.
Council Member Dufford reported on citizens being proactive and calling the police when animals are being neglected and left in dangerous situations.
Ty Coleman, W. Michigan Ave., would like to know what policy has been put in place since the last death of an animal in a vehicle.

Any deliberation of or decision by the City Council regarding the item being discussed shall be limited to a motion to place the item on the agenda for a subsequent meeting. Ty Coleman, W. Michigan Ave., spoke on wasteful spending and several other topics.
Janet Harris, 2201 Shell Ave., spoke on unequal treatment regarding the time limit of speaking during the Council Meeting.
Shelly Almuina, 3112 Barkley, would like to see change happen in the Animal Shelter and within the community.

30. Pursuant to Texas Government Code § 551.101, the City Council will hold an Executive Session, which is closed to the public, to discuss the following matters as permitted under the following sections of the Texas Government Code:
Mayor Blong recessed the City Council meeting to go into Executive Session at 11:09 a.m.

a.1. Deliberate the appointment, employment, evaluation, or duties of the City Manager.
b. Section 551.071, Consultation with Attorney
b.1. Discuss a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Government Code.
