The Brays Oaks Management District Beautification and Urban Design Committee held a meeting via Zoom video conference on April 06, 2023, at 1:30 PM.
District Board and Committee members present: Cindy Chapman, Marsha Fisk Staff members present: Xavier Herrera, Cosme Garcia
Public present: Erin Lewandowski – Price Wagener, Sonia Chavez – SMC Logistics, Stephen Polnaszek, Carolyn Riley – Office of Texas Rep. Gene Wu, , Bill Burhans – WWGC, Brenda Jackson, Sylvester Reeder III – Houston One Voice, Naomi Ostfeld, Joe Gatson – District K, Holly Gamini – AZPW Services
Committee Chair Chapman called the meeting to order at 1:30 PM, and the committee meeting adjourned at 1:56 PM.
THE COMMITTEE CONSIDERED THE FOLLOWING:
1. Call to order
2. Public Comment
a. Mr. Skip Reeder gave the committee an update Houston One Voice’s grant application for the EPA Environmental Problem-Solving Coalition Grant. Director Chapman advised the BOMD has submitted a letter of support on behalf of Houston Once Voice.
3. Minutes of 03/02/23 B&UD Committee Meeting
a. Committee meeting minutes were submitted for reference and review.
4. Receive a report on landscaping and porter services from Price Wagener and SMC Logistics for the month of March, and proposals for recommendation to BOMD Board for consideration.
a. Landscaping - Price Wagener
i. Ms. Lewandowski presented the report for Price Wagener for the month of March. Full report available in committee packet. Additionally, she presented a proposal for esplanade plant replacements and will provide alternative options to the Oleanders which are not doing too well. She stated as long as plants are in the ground by May they should do well. Committee Chair Chapman advised that this item would be forwarded to the board for consideration.
b. Porter Services - SMC Logistics
i. Ms. Chavez presented the report for SMC Logistics for the month of March. Full report available in committee packet.
ii. Director Fisk inquired if SMC returns grocery carts to stores. Ms. Chavez advised the crew returns carts to the parking lots if they are marked.
5. Field Service Operator Report – March
a. Ms. Chavez advised that SMC has taken over FSO services and will provide a report next month.
b. Committee Chair Chapman advised that the public safety committee had graffiti concerns and inquired if SMC crews would be reporting graffiti in certain hard to reach areas. Ms. Chavez advised that SMC will keep an eye on these areas when they are providing services.
6. Discussion, Updates and Recommendations
a. Esplanade tip painting proposal from AZPW Maintenance Services
i. Ms. Gambini reviewed the proposal with the committee. Committee Chair Chapman inquired as to how the tips were evaluated. Executive Director Herrera advised that these locations were approved by the board in the past and an analysis was completed by AZPW. Committee Chair Chapman advised that this item will be forwarded to the board for consideration.
b. Parks & Facilities in BOMD
i. Committee Chair Chapman advised March is Keep Houston Beautiful month, Westbury Super Neighborhood conducted a park cleanup at Westbury Park, Westbury Community Garden celebrated their 13th anniversary and had a fundraiser March 25th.
ii. Mr. Polnaszek advised that Pct. 1 is soliciting letter of supports for a trail project on Hillcroft.
c. Willow Waterhole Greenway Conservancy
i. Mr. Burhans gave an update on Willow Waterhole. Mr. Burhans advised 3.5 miles around Westbury Lake will begin next week. The project is funded by Harris County Commissioner Pct 1. Additionally, the other trails are in the design phase. Additionally, 236 trees were planted at WWH over the tree planting season.
