MEMBERS OF THE BOARD PRESENT: Emily Anderson, Susan Baird, Augustus Campbell, Chris Canonico, Pete Côté, Steve Gillett, Don Johnson, Ken Keller, Jason Long, Craig Lovell, Shannon Lucas, Katherine Mears, Lindy Murff, Alan Petrov, Kyle Sears,

MEMBERS OF THE BOARD ABSENT: Rosa Alvarez, Sarah Benavides, Melinda Salazar, Shaun Theriot-Smith

PRESIDING: Alan Petrov, Chairman

1. CALL TO ORDER OF THE REGULAR BOARD MEETING AND THE PLEDGE OF ALLEGIANCE. Chairman Petrov called the regular meeting of the Board of Directors to order at 10:00 a.m. and noted the presence of a quorum. The Pledge of Allegiance was recited.

2. ACCEPT COMMENTS FROM MEMBERS OF THE PUBLIC. Mr. Mark Ramsey, President, and District 4 Director, of the Board of Directors of the North Harris County Regional Water Authority, addressed the Board. Ms. Melissa Rowell, Vice President, and District 3 Director, of the Board of Directors of the North Harris County Regional Water Authority, addressed the Board. Ms. Benavides is now present.

3. APPROVAL OF THE MINUTES OF THE REGULAR BOARD MEETING OF MARCH 8, 2023. Mr. Côté moved that the minutes of the regular meeting of March 8, 2023, be approved; it was seconded by Ms. Baird. Chairman Petrov put the question and, after the vote, announced the motion carried. None opposed.

4. HEARING EXAMINERS REPORT. Ms. Helen Stewart Truscott presented the Hearing Examiner's Report for March 2023, including revisions for Halter, Inc. Mr. Côté moved to accept the Hearing Examiner's recommendations as amended; it was seconded by Mr. Campbell. Chairman Petrov called for abstentions. Ms. Lucas abstained from Harris Co. MUD 383 and Harris Co. MUD 6. Chairman Petrov put the question and, after the vote, announced the motion carried. None opposed.

5. EMERGENCY PERMITS. The Board considered the General Manager's action in granting emergency permits to Benjamin Dominguez, David Herrera, Ramiro Robles, and Christopher Saadeh. Mr. Theriot-Smith is now present.

6. RECEIVE BRIEFING FROM DISTRICT STAFF REGARDING THE 2022 END OF YEAR FINANCIAL REPORT. Mr. Daniel Newcomb, Director of Administrative and Financial Services of the District, gave an overview of the 2022 fiscal year Annual Financial Report.

7. RECEIVE BRIEFING FROM STAFF ON THE STATUS OF THE 2022 GNSS SURVEY. Ashley Greuter, Director of Research and Water Conservation, briefed the Board on the status of the 2022 GNSS Survey.

8. RECEIVE BRIEFING FROM STAFF ON THE STATUS OF THE JOINT REGULATORY PLAN. Ashley Greuter, Director of Research and Water Conservation, briefed the Board on the status of the Joint Regulatory Plan Review.

9. GENERAL MANAGER'S REPORT. Mr. Turco submitted the General Manager's Report. (The General Manager's Report is in full in the official records of the Harris-Galveston Subsidence District as part of the Board's Agenda Packet for this meeting.)

10. LEGAL & LEGISLATIVE MATTERS. Mr. Ellis updated the Board on recent litigation on groundwater issues and legislative matters.

11. EXECUTIVE SESSION. On Item 10. The Board went into executive session at 10:55 a.m. The Board of Directors returned from executive session at 11:31 a.m. No motions were made, and no actions were taken on discussions during the executive session.
