At 1:50 p.m., Mayor Turner called the meeting to order and recognized Council Member Jackson for a proclamation.

Council Member Jackson presented a proclamation to Clarence Prevost recognizing a retired firefighter who dedicated his life in serving the City of Houston for 35 years of service. Accepting the proclamation was Clarence Prevost.

Mayor Turner recognized Council Member Peck for the Invocation. Council Member Peck invited Father Rafael Becerra (St. Jerome Catholic Church) for the Invocation after which she led the Pledge of Allegiance.

At 9:05 a.m., Mayor Turner called the meeting of the Houston City Council to order and moved to the Mayor’s Report.

MAYOR’S REPORT

He wanted to say what a wonderful weekend it was in regards to the Kinder Land Bridge at Memorial Park. For those who have not gone out there, please do so. The New York Times describes it as the 11th ecological wonder in the world. It’s just a wonderful space and he encourages everyone to go out, enjoy and partake of Memorial Park and all of its dimensions.

Yesterday was the opening of the Navigation Center. The Chartres Encampment, also referred to as Tent City, has been decommissioned. He gives a lot of credit to Marc Eichenbaum, the Coalition for the Homeless and all other stakeholders. It’s a very nice facility. The tenants and clients are very pleased with the accommodations. The initial people who were housed came directly from Fifth Ward and they promised the people in Fifth Ward that they would have #1 priority. The first person has already been permanently housed and that person is also from Fifth Ward. The Community Liaison, a manager for the facility, is a young woman from Fifth Ward. The facility can accommodate about 100 people with about 28 rooms, has a large living space and several offices for the navigators. There is also space for community health services which is separated from the other clients.

Yesterday, they welcomed Marc H. Morial, President and CEO of the National Urban League. Their conference and annual meeting will take place in Houston from July 26th through July 29th. He encourages people to sign up to attend the conference. This will be the first time in 24 years the Urban League is bringing this conference to Houston. It was supposed to be here in 2020 but it was cancelled because of the pandemic. He wants to encourage and ask businesses, the energy sector, life sciences, the Port and all different categories to be supportive of the National Urban League’s Conference.

The third Gun Buyback Initiative will take place on Saturday, February 18th. This will be led by Harris County at Alexander Deussen Park, 12303 Sonnier Street, Houston, Texas 77044, from 8:00 a.m. to 12:00 p.m. but may be extended. The City of Houston is partnering with Harris County Commissioner Rodney Ellis and Sheriff Ed Gonzalez to get unwanted and potentially dangerous firearms off the streets. You can turn in your gun to receive a gift card in the amounts from $50.00 to $200.00 and no ghost guns will be accepted.

The Houston Roughnecks Rally will be Friday in front of City Hall. The Roughnecks will play their season opener against the Orlando Guardians, Saturday, February 18th at the TDECU Stadium. It will be the XFL’s first prime time game of the season. Since January, the Roughnecks have been training in Arlington and this event will be the team’s first official public appearance in Houston as a team of 51 players. Mayor Turner will be out there along with legendary Head Coach Wade Phillips. A proclamation will be presented to him. Later in the evening, City Hall and surrounding areas will be lit with Houston Blue and Roughneck Red. There will be a meet and greet with Roughneck players and coaches, photo opportunities, special tickets, swag giveaways, music and food trucks. Everyone is encouraged to wear the team’s official colors to show support for the only undefeated XFL team from 2020.

The Houston Health Department’s “See To Succeed” Program will reach a milestone this week by serving its 100,000th child. The “See To Succeed” Program provides vision exams and quality corrective eyewear to school children ages 6 through 18. This is an impactful program.

February is Black History Month and Houston First is hosting a celebration every Saturday in February. He encourages everyone to come out to Avenida Plaza on Saturday from 2:00 p.m. to 6:00 p.m. This year’s lineup of talented artists will perform everything from blues to gospel music. The event will showcase live music, vendors and art. All is free to the public.

Mayor Turner wanted to congratulate Dr. Ruth Simmons, President of Prairie View A&M University. At the end of the month, she will not be. Dr. Ruth Simmons announced yesterday that she plans to join Rice University as a President’s Distinguished Fellow. Dr. Simmons will work with a variety of programs across campus and advise the President’s Office on various matters. Dr. Simmons has been the President at Prairie View A&M University since 2017. She announced her retirement but planned to stay on until her contract expires in June of 2023.

As they go through this last year with him in 2023, they are going to be very focused on diversity, equity and inclusion. He wants to be very clear that they do not shy away from diversity, equity or inclusion. They represent Houston’s values. You can be diverse, but you can also be diverse segregated and apart. The question is that they can be diverse and inclusive. If they are not inclusive, then they are going to be apart. In this city, there is a great deal of diversity around this table. Can you imagine if they segmented out, women on one side, men on the other side, Hispanics over here and Blacks over there just doesn’t work. So, they are firmly committed to a diverse city, equity and inclusion. These are our values and he publicly champion those values. He hopes and encourages businesses, corporations, colleges and universities to stand strong in advocating for diversity, equity and inclusion. We are the most diverse city in the United States, and we need to be proud of that.

Mayor Turner recognized Council Member Knox for a point of personal privilege. Council Member Knox stated that he wanted to recognize former City Council Member Jerry Davis that is here in the audience.
