A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, February 7, 2023, with Mayor Sylvester Turner presiding with Council Members Amy Peck, Abbie Kamin, Carolyn Evans-Shabazz, Tiffany Thomas, Mary Nan Huffman, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh and Sallie Alcorn; Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. Council Member Dave Martin absent due to being ill. At 1:42 p.m., Mayor Turner called the meeting to order and recognized Council Member Gallegos for the first proclamation.

Council Member Gallegos presented a proclamation to the District I Decontamination Unit (D.I.D.U.) recognizing their work to encourage the community and all residents engaged in the reduction of trash in their neighborhoods. Accepting the proclamation were Francisco Tijero and Joe Machata.

Mayor Turner presented a proclamation to Innovative Ecosystem, Intel and the University of Houston recognizing “AI Innovation Day”. Accepting the proclamation were Jesse Bounds, Pablo Pavlou and Elizabeth McGee.

Mayor Turner gave the Invocation after which he led the Pledge of Allegiance. At 2:12 p.m., Council Member Cisneros came back into the meeting.

At 9:04 a.m., Mayor Turner called the meeting of the Houston City Council to order and moved to the Mayor’s Report.

MAYOR’S REPORT

Mayor Turner stated that this Friday and Saturday, the Memorial Park Conservancy will mark the grand opening of the Kinder Land Bridge and Cyvia and Melvyn Wolff Prairie. Friday will be the ribbon cutting and the tour. Saturday, from 10:00 a.m. to 5:00 p.m., the Memorial Park Conservancy will be hosting the biggest picnic in Texas. Everyone is welcome to experience this new 100-acre space. The Land Bridge and Prairie is part of the ten (10) year plan which is an accelerated set of projects in the Memorial Park Master Plan.

Saturday, February 18th, Harris County Precinct 1 Commissioner Rodney Ellis and Harris County Sheriff’s Office, along with the City of Houston, is hosting the 3rd Gun Buyback Program starting at 8:00 a.m. in Alexander Deussen Park, which is located at 12303 Sonnier Street. People can turn in their firearms to receive gift cards in the amount ranging from $50.00 to $200.00 depending on the type of firearm. The City of Houston is working in partnership with Harris County following their two (2) successful gun buybacks last year. The program is a part of the One Safe Houston Initiative which invests in public safety.

Last week, the Major Cities Police Chiefs released their report showing that the City of Houston had nearly a double digit decrease in violent crime in 2022. The data showed that the City of Houston was the largest major metropolitan area in the country to report a drop in the most serious offenses. Even as we start 2023, homicides are below where we were at this time last year. He wanted to echo Chief Finner’s remarks that we still have a lot of work to do. As long as there’s one homicide in the City of Houston, it’s one homicide too many. The numbers are one thing but people’s perception is another and it’s very difficult to overcome perception when we see on the news everyday that someone has been killed. The reality is that violent crime is going down in the City of Houston and it’s going to take a collective effort from the community, law enforcement and everyone in between to continue to work in that regard.

The Evergreen Cemetery, which started in 1890, is referred to the Evergreen Negro Cemetery. Hundreds of people were buried at the Evergreen Negro Cemetery. It was quite active in the 1890’s to about 1930 and remained in operation for some years after that. You have Buffalo Soldiers, ex-slaves and WWI veterans buried there. In 1940, the City of Houston built a two (2) lane road through that cemetery (Lockwood Street). The City of Houston came back in 1960 and expanded Lockwood to include an esplanade in between those two (2) roads. The agreement made back then was that those bodies would be disinterred/removed and replaced in the Evergreen Negro Cemetery on both sides of Lockwood. Approximately 400 of those bodies were removed. Now in 2023, as METRO seeks to expand the University Line as a part of MetroNext, part of their responsibility is to go out there and do the archaeological and environmental assessments and surveys. While they were out there last week, they discovered that about 33 remains were still located in the esplanade. The project immediately came to a halt, while

METRO, the City of Houston and others conferred with Project RESPECT to see what’s the best and most dignified way to handle this situation. As they work through that plan, a part of it is to respectfully remove those remains and to relocate them into the Evergreen Negro Cemetery. It’s also important that the City of Houston and METRO go over and above because it was the City’s responsibility in 1940 and again in 1960 to make sure that they work with Project RESPECT, residents in the Fifth Ward and community leaders to honor those who were buried there and to help preserve and maintain the quality and dignity of that cemetery.

The annual Urban Land Institute (ULI) Awards Program was last night. The City of Houston won three (3) of the five (5) honors; (1) For-Profit Category (small scale) for The Plant at Harrisburg, (2) For-Profit Category (large scale) for the Montrose Collective and (3) the Renewal Award for the Houston Farmers Market. Congratulations to all of the winners in their respective districts.

In regards to the Grammy’s, Houston showed up and showed out. He wanted to acknowledge our hometown’s own, Beyonce, for becoming the one who has won the most Grammys in a lifetime. She will be on tour and will be here in Houston on September 23rd and 24th. He wanted to congratulate Lyle Lovett for being nominated. He didn’t win but he is from Klein High School. The best high school in the City of Houston by a wide margin. He also wants to acknowledge Tobe Nwigwe, who was nominated for Best New Artist, Lizzo, from Alief, came through again and Robert Glasper for winning Best R&B Album. It was a great night.

Regarding Houston Parks and Recreation, they are already looking for lifeguards for the summer. If you know people, they are providing a $500 incentive and to call (832) 396-7129.

The College Football Playoff Championship will take place in January of 2024. He will be joining the local organizing committee to officially kick off the countdown to the National College Playoffs. Houston will host the game. It’s college football’s biggest game.

Mayor Turner recognized Council Member Cisneros for a point of personal privilege. Council Member Cisneros introduced her Chip Intern, Diana Canales, and requested she stand to be recognized. She is a senior at the University of Houston majoring in Political Science with a minor in Law Values and Policies.

Mayor Turner recognized Council Member Plummer for a point of personal privilege. Council Member Plummer recognized Mohammed Nasrullah. He and his wife, Ruth Nasrullah, are the creators of the COVID Wall of Memories. 15,000 people that lost their lives due to COVID are now recognized on their website from across the country and it allows them to have their memories and people to know who they are. They are going to be recognizing them at Tranquility Park on February 24, 2023. They are going to be a beautiful rose garden, in acknowledgement of all the lives lost during COVID.
