The Brays Oaks Management District Beautification and Urban Design Committee held a meeting via Zoom video conference on January 12, 2023, at 1:30 PM.

District Board and Committee members present: Ronald Plotkin, Ralph Rieger Staff members present: Xavier Herrera, Cosme Garcia, Danny Benavides

Public present: Erin Lewandowski – Price Wagener, Sonia Chavez – SMC Logistics, Stephen Polnaszek, Naomi Ostfeld, Aimee Turney – Office of Gene Wu, Brenda Jackson, Angelee Rhyne, Reese Ermis, Bill Burhans – WWGC, Bill King – WWGC, Russell Schexnayder, Barbara Hite – District K, Debbie Gordon - WCG

Committee Chair Chapman called the meeting to order at 1:31 PM, and the committee meeting adjourned at 2:43 PM.

a. No public comments made.

3. Minutes of 12/08/22 B&UD Committee Meeting

a. Committee meeting minutes were submitted for reference and review.

4. Receive a report on landscaping and porter services from Price Wagener and SMC Logistics for the month of December, and proposals for recommendation to BOMD Board for consideration.

a. Landscaping - Price Wagener

i. Ms. Lewandowski presented the report for Price Wagener. Full report available in committee packet. Mid to late February Price Wagener will start to trim back the plants that may have been affected by the cold weather.

1. Review Price Wagener Proposal to Remove Dead Tree

a. Executive Director Herrera approved a proposal for the removal of a dead tree on S. Gessner and W. Bellfort, proposal was submitted to the committee for review.

b. Porter Services - SMC Logistics

i. Ms. Chavez presented the report for SMC Logistics for the month of December. Full report available in committee packet.

1. Discuss SMC request for increase in contract.

a. Ms. Chavez presented her request for an increase. Committee recommended the request go to the board for consideration.

5. Field Service Operator Report - December

a. Mr. Benavides presented FSO report. Full report available in committee packet. Chairman Reiger noted a few areas of concern. Mr. Burhans advised that some areas of concern at Willow Waterhole have already been reported to Melvin Hopkins.

6. Discuss possible 2023 esplanade adoptions.

a. Committee Chair Chapman reviewed the recommendation to adopt esplanades between 5300 – 5400 W. Bellfort. The committee recommended the adoption be considered by the board. Chairman Rieger noted he would like to see the map with historic assessment payers.

b. Director Rivas advised that she would like to see the committee adopt the esplanades from Highway 90 to W. Airport.

c. Chairman Rieger inquired if any Trees for Houston projects were on going in the area. Mr. Burhans advised that Willow Waterhole had some projects in the works.

d. Committee Chair Chapman advised staff to start a dialogue with Trees for Houston. e. Stephen advised that The City of Houston is having a tree planting event at Glenshire Park.

7. Discuss Price Wagener Proposal for additional esplanade maintenance.

a. Ms. Lewandowski reviewed the proposal for maintenance which totals to $6,750.00 per year / $562.50 per month. The proposal will be considered by the board.

8. Discussion, Updates and Recommendations

a. Parks & Facilities in BOMD

i. Ms. Rhyne gave an update on events at Marian Park.

ii. Ms. Gordon introduced herself as the president of the Westbury Community Garden and reviewed fundraising activities and on-going work.

b. Willow Waterhole Greenway Conservancy

i. Mr. Burhans gave an update on Willow Waterhole trail projects.
