A regular meeting of the Houston Firefighters’ Relief and Retirement Fund (HFRRF) Board of Trustees convened at the Fund offices at 4225 Interwood North Parkway, Houston, Texas 77032 on Tuesday, November 15, 2022, at 10:30 a.m.

Trustees present were Brett R. Besselman (Chair), Stephen R. Whitehead (Vice Chair), Lisa R. Slagle (Secretary), Gerard L. Daniels, Pete Ng, David Riegor, David O. Lantrip, Arif Rasheed (City Treasurer Designee), and Albertino Mays (Citizen Member). Trustee absent was Earnest W. Wotring (Mayor’s Representative). Also present were staff members Timothy Schauer (Executive Director), Ajit Singh (Chief Investment Officer), Claudia McInnis (Director of Finance & Administration), Dalia De La Cruz (Director of Member Services), Andrea Sharayha (Director of People and Culture), John D. Moore II (Director of Technology and Building Services), and Adam E. Smith (General Counsel).

The Chair called the meeting to order at 10:30 a.m.

The Board recited the Pledge of Allegiance and observed a moment of silence.

There was a motion by David O. Lantrip, seconded by Pete Ng, to approve the following items listed on the consent agenda:

A. Approval of the minutes of the regular Board meeting held on Tuesday, October 18, 2022.

B. Approval of the minutes of the Pension Benefits Committee meeting held on Tuesday, October 18, 2022.

C. Approval of the minutes of the Memorial Committee meeting held on Tuesday, October 18, 2022.

D. Approval of the minutes of the Budget and Audit Committee meeting held on Tuesday, October 18, 2022.

E. Approval of the minutes of the Investment Committee meeting held on Monday, October 31, 2022.

The motion carried.

The Board noted the Chairman’s approval for the Chief Investment Officer’s travel outside the 48 contiguous United States to attend the EQT Exeter Europe Annual Investor meeting held on November 8-9, 2022, in London, England with airfare and three (3) nights of hotel accommodation paid by EQT Exeter.

There was a motion by Lisa Slagle, seconded by Albertino Mays, to approve the Chief Investment Officer to attend the Deciens Connect 2023 on January 8-10, 2023, in Taos Ski Valley, New Mexico with (3) nights of hotel accommodation to be paid by Deciens. The motion carried.

There was a motion by Lisa R. Slagle, seconded by Albertino Mays, to approve the Senior Investment Officer to travel outside the 48 contiguous United States to attend the Bridgepoint Credit LPAC meeting on November 30 – December 1, 2022, in London, England with ground transportation, airfare, and two (2) nights of hotel accommodation to be paid by Bridgepoint Credit. The motion carried.

Steve Hall, a representative from Terracon, and Lynn Jardinico, a representative from Sika, reviewed options and discussed the process, including the solicitation of bids, for the building’s proposed roof replacement.

The General Counsel provided updates on the Fund’s lawsuits against the City of Houston and City officials related to Senate Bill 2190 in the 85th Texas legislature and on the declaratory judgment relating to informal marriage.

The Chair provided updates and information on the following:

Retiree holiday luncheon – December 1, 2022

HFD cadet class welcome event at HFRRF – December 7, 2022

December Board meeting – December 13, 2022

Risk Sharing Valuation Study (RSVS) for fiscal year 2024

Conferences and legislative events in early 2023

The meeting adjourned at 11:20 a.m. on a motion by David O. Lantrip, seconded by Albertino Mays. The motion carried.
