A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, November 15, 2022, with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Tiffany Thomas, Mary Nan Huffman, Karla Cisneros, Robert Gallegos, Martha Castex-Tatum, Mike Knox, Michael Kubosh,
Letitia Plummer and Sallie Alcorn; Randy Zamora, Legal Department and Marta Crinejo, Agenda Director, present. Council Member Edward Pollard absent. Council Members Dave Martin and David W. Robinson out of the City on City business.
At 1:33 p.m., Mayor Turner called the meeting to order and recognized Council Member Alcorn for the first presentation.
Council Member Alcorn presented a proclamation for the Charity Guild of Catholic Women celebrating their 100th anniversary. Accepting the proclamation were Elizabeth Jordan, President of the Charity Guild of Catholic Women, and members of the Board.
Council Member Jackson presented a proclamation to the Acres Homes Baber College celebrating their 30th birthday. Accepting the proclamation were Dorothy Wagner, owner of the Acres Homes Barber College, and members of the staff and students.
Council Member Cisneros presented a proclamation to Houston Public Works celebrating “Imagine a Day Without Water,” a Nationwide Day to communicate the value of water. Houston Public Works announced the winners of the “Imagine a Day Without Water” TikTok contest. Third place winner is Holden Aramburu (@holdenholden), who received a $250 gift card for a TikTok featuring a video compilation of locations around Houston that featured water. Second place winner is Gabriela Gonzalez (@not_able.to create), who received a $500 gift card for a TikTok featuring a cartoon compilation of aliens visiting earth and the dangers of wasting water. First place winner is Minin DiLuna (@mimidiluna), who received a $1,000 gift card for a TikTok featuring an original rap about turning off the tap while brushing your teeth, washing your hands, and cleaning dishes.
Council Member Thomas presented a proclamation to the Houston Area Coalition Chapter of Omega Psi Phi Fraternity celebrating their 111th Founders Day. Accepting the proclamation were members of Omega Psi Phi.
Mayor Turner presented a proclamation to Houston Rockets, Elvin Hayes, honoring him on the retirement of his jersey on November 18, 2022. Accepting the proclamation was Elvin Hayes.
Mayor Turner recognized Council Member Cisneros for the Invocation. Council Member Cisneros invited Reverend Michael Dorn (Trinity Lutheran Church) for the Invocation after which she led the Pledge of Allegiance.
Council Member Kubosh moved to delay the minutes and Seconded by Council Member Castex-Tatum, all voting aye, nays none. MOTION ADOPTED
At 2:28 p.m., Council Member Pollard came into the meeting.
Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.
The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

At 9:07 a.m., Mayor Turner called the meeting of the Houston City Council to order.
Council Member Huffman stated that they had a very successful fundraising campaign through the month of October for the CMC. They raised over $5,000.00 for Children’s Safe Harbor. One of the fundraising events was putting money in the blue box. Before she announces the winner, she asked members of the Houston Zoo to announce the Zoo Lights and upcoming events. Members of the Houston Zoo staff introduced Colonel Mustard, a 10-year old, male ball python snake. The Houston Zoo staff then took Colonel Mustard around the horseshoe for members of Council to see and pet. Council Member Huffman stated that the winner is Council Member Alcorn.
Mayor Turner and members of Council wished Council Member Knox a Happy Birthday. At 9:13 a.m., Mayor Turner requested the City Secretary to call up Item 2.

MAYOR’S REPORT
Mayor Turner stated Artemis lifted off after the third attempt and that is where Council Members Martin and Robinson are. Congratulations to NASA and the Johnson Space Center for this successful launch. This marks the first time that NASA’s Space Launched System Rocket and the NASA Orion Spacecraft are flying together. Artemis I is a new chapter in lunar exploration.
Next week is Thanksgiving and bear in mind that the Thanksgiving Day Parade be on that Thursday morning. 50-Cent will be the Grand Marshall of the parade. He is inviting everyone in the Houston area to come and join them for the H-E-B Thanksgiving Day Parade.

The Complete Communities University graduation will be this evening. 33 participants will graduate. The participants completed an 8-week leadership, training course with the focus on strategies for engaging residents and civic action, government affairs and community service to vitalize and empower neighborhoods.
Mayor Turner stated that Houston First and Central Houston Inc are joining forces this year to transform downtown Houston into the ultimate holiday destination this year. The festivities kick off this Friday, Novembers 18th, with a ceremonial lighting on the Plaza at Avenida Houston. The annual Zoo Lights starts this Friday at the Houston Zoo.
