A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, October 18, 2022, with Mayor Sylvester Turner presiding with Council Members Amy Peck, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Mary Nan Huffman, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. At 1:40 p.m., Mayor Pro Tem Martin called the meeting to order and recognized Council Member Castex-Tatum for the first presentation.

Council Member Castex-Tatum presented a proclamation to Willow Meadow Civic Club celebrating their receiving of the Neighborhood USA Award. Accepting the proclamation were President, Kim Suake and Steven Polnaszek.

Council Member Gallegos presented a proclamation to Houston B-Cycle celebrating their 10th anniversary. Accepting the proclamation were the B-Cyclist representatives.

At 2:06 p.m., Mayor Pro Tem Martin recognized Council Member Pollard for the Invocation and the Pledge of Allegiance.

Council Member Castex-Tatum moved to adopt the minutes of August 2-3, 2022 and Seconded by Council Member Robinson, all voting aye, nays none. Mayor Turner and Council Member Kubosh absent. MOTION ADOPTED

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Pro Tem Martin stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

Mayor Pro Tem Martin recognized Council Member Kamin for a procedural motion. Council Member Kamin moved that the rules be suspended for the purpose of moving Terry Cominsky after Kay Swint for one (1) minute and Seconded by Council Member Robinson, all voting aye, nays none. 1. PUBLIC HEARING relating to the bond election to be held on Tuesday, November 8, 2022, regarding the issuance of public improvement bonds – was presented.

Mayor Turner advised that no one signed up to speak and he asked if there was anyone that would like to speak on the bond election. Seeing and hearing none, he requested a motion to close the public hearing.

Council Member Castex-Tatum moved to close the public hearing for the bond election and Seconded by Council Member Robinson, all voting aye, nays none. Council Member Kamin absent. MOTION 2022-0525 ADOPTED

MAYOR’S REPORT

Mayor Turner stated on yesterday, a first of its kind recycling facility has been announced in the Houston area by Cyclyx, ExxonMobil and LyondellBasell. The City of Houston has been working very closely with this group as well. The $100M facility will sort and process plastics, including many that are nonrecyclable with traditional recycling technology. This facility will have the capacity to process 150,000 tons of plastic, creating fresh plastics from waste and serving as a pivotal piece of the circular economy. The City of Houston has partnered with these groups, FCC Environmental Services and the Houston recycling collaboration with the goal of significantly increasing the plastics recycling rate here in Houston. It is a major step forward working with the energy sector. The commercial sector and the City of Houston will be announcing its own press statement in the next day or two.

Yesterday, the City of Houston was designated as a music friendly community by the State of Texas Music Office. He wants to give a lot of credit to Necole Irvin. The Music Friendly Communities Program seeks to foster music business related to economic development in Texas cities and communities. The Mayor’s Office of Cultural Affairs completed the multistep certification process for this, with the support from the Texas Music Office. The music industry in Texas created more than 210,000 direct and indirect permanent jobs.

Early voting begins on October 24, 2022 and runs through November 4, 2022. He wants to encourage everyone to exercise their democratic right to vote. The election will be on November 8, 2022.

A shout out to the Houston Dash, who ended their season after making their very first playoff debut. They had over 21,000 people in attendance for their match. We’re looking forward to seeing them in their next season.

Next week will be a “bye” week and some of them will be heading to the Japan Trade Mission. They will be leaving on Saturday with the Greater Houston Partnership and others in the business community. It will be a relatively large trip because they are celebrating their 50th Sister City relationship with Chiba. Secondly, the Houston Ballet will also be heading to Japan. It so happens they are crossing at the same time. They will be performing “Swan Lake” while they are there.
