MEMBERS OF THE BOARD PRESENT: Emily Anderson, Susan Baird, Sarah Benavides, Augustus Campbell, Chris Canonico, Steve Gillett, Don Johnson, Jason Long, Craig Lovell, Shannon Lucas, Katherine Mears, Kyle Sears
MEMBERS OF THE BOARD ABSENT: Rosa Alvarez, Pete Cite, Ken Keller, Lindy Murff, Alan Petrov, Melinda Salazar, Shaun Theriot-Smith
PRESIDING: Susan Baird, Vice-Chairwoman
1. CALL TO ORDER OF THE REGULAR BOARD MEETING. Vice-Chairwoman Baird called the regular meeting of the Board of Directors to order at 10:03 a.m. and noted the presence of a quorum. The Pledge of Allegiance was recited.
2. ACCEPT COMMENTS FROM MEMBERS OF THE PUBLIC. None.
3. APPROVALOFTHEMINUTESOFTHEREGULARBOARDMEETING OF SEPTEMBER 14, 2022. Ms. Mears moved that the minutes of the regular meeting of September 14, 2022, be approved; it was seconded by Mr. Long. Vice-Chairwoman Baird put the question, and after the vote, announced the motion carried. None opposed. Ms. Salazar is now present.
4. HEARING EXAMINERS REPORT. Ms. Helen Stewart Truscott presented the Hearing Examiner's Report for September 2022, including revisions for Breeze on the Lake and Dollar General #18431. Mr. Campbell moved to accept the Hearing Examiner's recommendations as amended; it was seconded by Ms. Lucas. Vice-Chairwoman Baird put the question, and after the vote, announced the motion carried. None opposed.
5. EMERGENCY PERMITS. The Board considered the General Manager's action in granting emergency permits to A. B. Klein Trust / Milow Klein, BR Services, Centric Property, Inc., Cherry Crushed Concrete, Harris County Precinct #4 (Katy Park), Hilcorp Energy Company, Jose A. Lucero, Sergio Pina, and Wattbridge Topaz Generating.
6. RECEIVE BRIEFING FROM ST AFF ON THE ST ATUS OF THE 2022 GNSS SURVEY. Ashley Greuter, Director of Research and Water Conservation, briefed the Board on the status of the 2022 GNSS Survey.
7. RECEIVEBRIEFINGFROMSTAFFONTHESTATUSOFTHEJOINTREGULATORY
PLAN. Ashley Greuter, Director of Research and Water Conservation, briefed the Board on the status of the Joint Regulatory Plan Review.
8. GENERAL MANAGER'S REPORT. Mr. Turco submitted the General Manager's Report. (The General Manager's Report is in full in the official records of the Harris-Galveston Subsidence District as part of the Board's Agenda Packet for this meeting.)
9. LEGAL MATTERS. Mr. EIlis updated the Board on recent litigation on groundwater issues.
10. EXECUTIVE SESSION. None.
