i. APPROVAL OF THE JULY 11, 2022 HISTORIC PRESERVATION APPEALS BOARD (HPAB) MEETING MINUTES 

Commission Action: Approved the July 11, 2022 Historic Preservation Appeals Board (HPAB) Meeting Minutes. 

Motion by Board Member Bland, seconded by Elliott. Motion carried unanimously. 

ii. CONSIDERATION OF AND POSSIBLE ACTION ON AN APPEAL OF THE DECISION OF THE HOUSTON ARCHAEOLOGICAL AND HISTORICAL COMMISSION ON SEPTEMBER 8, 2022 FOR A CERTIFICATE OF APPROPRIATENESS FOR 8823 DOVER ST IN GLENBROOK VALLEY HISTORIC DISTRICT 

Staff recommendation: None. Presentation was given by Roman McAllen. 

Board action: Reversed the decision of the Houston Archeological and Historical Commission (HAHC) on this windows item, due to economic hardship. 

Motion by Board Member Viera Bland, seconded by Hellyer. Motion carried with Elliott opposed. 

Speaker: Esperanza Rico, applicant - supportive. 

III. PUBLIC COMMENT 

Board members and staff commented about windows and community education.
