Brays Oaks Management District Board of Directors met Aug. 2.

The Brays Oaks Management District Beautification and Urban Design Committee held a meeting via Zoom video conference at 1:30 PM.

District Board and Committee members present: Cindy Chapman, Ralph Rieger, Ronald Plotkin, Steve Moore, Etan Mirwis, Sylvia Rivas

Staff members present: Xavier Herrera, Cosme Garcia, Danny Benavides, Alan Bernstein

Public present: Erin Lewandowski – Price Wagener, Sonia Chavez – SMC Logistics, Naomi Ostfeld, Ben E. Brewer III, Sylvester L. Reeder III, Stephen Polnaszek, Melvin Hopkins – District K, Brenda Jackson

Committee Chair Cindy Chapman called the meeting to order at 1:33 PM, and the committee meeting adjourned at 2:20 PM.

3. Minutes of 07/07/22 B&UD Committee Meeting

a. Committee meeting minutes were submitted for reference and review.

4. Receive a report on landscaping and porter services from Price Wagener and SMC Logistics for the month of April, and proposals for recommendation to BOMD Board for consideration.

a. Landscaping - Price Wagener

i. Ms. Lewandowski presented the report for Price Wagener. Full report available in committee packet. Lewandoski presented a proposal for irrigation repairs in the amount of $115.00. Executive Director Herrera approved the proposal in committee. Committee Chair Chapman advised Ms. Lewandowski to work directly with Mr. Herrera regarding proposals with small amounts that can be approved without going to the board.

b. Porter Services - SMC Logistics

i. Ms. Chavez presented the report for SMC Logistics. Full report available in committee packet. Ms. reported that project to remove broken concrete curbs in the district has been completed.

5. Field Service Operator Report - June

a. Mr. Benavides presented FSO report. Full report available in committee packet.

i. Mr. Hopkins advised that an issue with tires was misreported, however, he will follow-up on the issue. Mr. Hopkins will also be monitoring a dump site on W. Airport and Chimney Rock.

6. Discussion, Updates and Recommendations

a. Houston Public Library

i. Director Mirwis reported that Commissioner Cagle is visiting the library downstairs before the BOMD board meeting. Director Plotkin advised that Commissioner Cagle may want to bring the Director of Harris County Libraries with him. Director Mirwis thought it was a good idea, but perhaps that would happen at a subsequent meeting.

b. Gasmer Road (Shell) Property Master Plan

i. Mr. Brewer reported that Studio Red is working on documents regarding the management agreement regarding the Levitt Pavilion. Vinyl panels with renderings of the masterplan are hanging on the fence for public viewing. David Hawes is working with the city attorney on an agreement to manage the property.

c. Park & Facilities in BOMD

i. Executive Director Herrera advised that BOMD staff visited with the principal of Anderson Elementary and Spark Park representatives. Spark Park is looking for partners to update the park facilities. Spark Park anticipates seeking support funding for the project in an amount not to exceed $50,000.00.

ii. Mr. Herrera advised that Spark Park is working on the application for funding and will be submitting it to Director Rivas’s committee.

d. BOMD Trails

i. Mr. Brewer reported Guage and M2L are working on trail construction documents for The Kinder Foundation to review. Contract for the fishing pier at Willow Waterhole has also been approved at Westbury Lake.

e. Public Art

i. No update.

f. Streetscape / Esplanade Improvements

i. Executive Director Herrera reported that the seven esplanades at 9100 – 9500 W. Bellfort have been approved by the Houston Parks Department. Effective date of adoption is August 10th and Price Wagener is prepared to take over maintenance.

ii. Director Plotkin inquired as to frequency of mowing and whether what BOMD is doing meets CoH requirements. Executive Director Herrera advised that it does.
