A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Mary Nan Huffman, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox and David W. At 1:35 p.m., Mayor Turner called the meeting to order and recognized Council Member Huffman for a presentation.

Council Member Huffman presented a proclamation to Amanda Cantley in remembrance of Blake Cantley, who died August 15, 2021. Accepting the proclamation was Amanda Cantley.

Council Member Pollard (on behalf of Council Member Kubosh) presented a proclamation to Paris Eley recognizing Broadcast and Music Industry veterans during Black Music Month. Accepting the proclamation was Paris Eley.

Council Member Gallegos presented a proclamation to Indi Construction Partners honoring their 45 years of experience in the Construction Industry. Accepting the proclamation was President and CEO, Raquel Boujourne.

Council Member Plummer presented a proclamation to the U.S. Army celebrating their 247th birthday. Accepting the proclamation was Lieutenant Colonel Samuel Kim, Commanding Officer of the U.S. Recruiting Battalion of Houston.

Mayor Turner recognized Council Member Pollard for the invocation and the Pledge of Allegiance. Council Member Pollard gave the Invocation, and he led the Pledge of Allegiance.

Council Member Robinson moved to delay the minutes and Seconded by Council Member Knox, all voting aye, nays none. MOTION ADOPTED

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. Council Member Kamin stated to Mr. Frey that she appreciates all of them working with her office because she knows it has been frustrating. One thing that they have discussed on Council is that there is a current reevaluation of the Speed Cushion Program. The department is looking at and reevaluating in the context of an entire neighborhood safety program. She wanted to give him that update because there is certainly going to be more conversations about how to move forward on projects like this. She again appreciates the residents stepping up and offering to fund it privately.

Mayor Turner stated that they are in the process of making an assessment and they will try to speed up the process as soon as possible. A number of them are on back log but they are trying to look at speed cushion devices as well as other techniques to slow the traffic down, especially in those types of neighborhoods. He stated to Mr. Frey that they will take a look at what he brought forth and see how they can work with him and others out there.

Mayor Turner stated that any dollars that are available for grade separation he believes the City has gone after those dollars. If there are any dollars that are out there and the City has not gone after those dollars, that is their fault. Every department is aggressively looking at all available dollars for grade separation.

Council Member Gallegos thanked Ms. Williams for bringing this to their attention and all the information that she shared with them. They are working trying to get some monies from the Infrastructure Bill for grade separation, possibly overpasses and underpasses but it will take years for design and construction. They are working on something that might show success a lot sooner.

Just earlier today, he had a virtual meeting with Jack Handriff and he was with the Mayor’s Office of Public Safety. What they are doing now is they are putting monitors and working on putting cameras up so that they can monitor the trains. He understands the FRA is going to be providing some equipment for this. This is something they can do in the short term to at least let the railroad and FRA know when they are having issues with trains blocking crossings. They are trying to finalize information and some things working with the railroad and they are hoping to have a news conference in August with an update.

Council Member Jackson thanked Ms. Edwards for her continued advocacy for these flood mitigation projects. She did have a conversation with Houston Public Works and she also spoke to the Mayor and he committed to working with them in making sure these projects are moving forward. Public Works have committed to giving them a schedule on when these projects will be done and completed. They have a total of 9 of the amendments that they have submitted that are currently in study and should be coming out for the H&H study. Then, they have 6 projects that are going into study. She also submitted these projects to Congresswoman Sheila Jackson Lee. She had a conversation with Mr. Kelly and these projects are earmarked as part of Public Works partnership with Harris County. As soon as she will get a calendar, she will let Ms. Edwards know when these projects are going to roll out and when they are going to be complete. Council Member Jackson assures her that they are moving forward.

Mayor Turner stated to Ms. Brown that he would work with Council Member Jackson and the others Council Members. He has indicated to them that it’s his plan to increase the numbers of dollars going to their SWAT Programs. They have put $20 million into that budget and he plans to put more into that budget.

MAYOR’S REPORT

Mayor Turner stated that most schools are out and the Hire Houston Youth Program is fully underway. The goal was 12,000 interns between the ages of 16-24 and the stretch goal was to get to 15,000. They are currently a little bit over 14,000. 450 are interns that will be here at the City but the remaining number of 13,500 are coming from the private sector. Over 400 businesses are participating in the Hire Houston Youth Program. So they feel fairly confident that they can get to the 15,000 stretch goal and a number of those interns are at the City of Houston. He had the privilege of meeting several of them. These are high school students, as well as college students, with very promising careers. This is a very impressive group. They are already making a valuable contribution to the City and plus it gives them an opportunity to see, firsthand, what they do, why we do, who we serve and how they kind of navigate through all of the waters. This is day three (3) of their work here at the City. Welcome aboard and he looks forward to continuing to work with many of them and he hopes that they have a very enjoyable summer in working with us at City Hall. He has gotten some feedback from some of the companies already that are very impressed with the interns and some of them will even carry on with their job if they desire. He wants to thank the Director of Mayor’s Office of Education, Olivera Jankovska, and Director of Human Resources, Jane Cheeks, as well as the private sector for stepping up in a major way.

Mayor Turner mentioned the article in the New York Times on yesterday, with respect to homelessness. At one point in time, Houston was on the list as being one of the City’s with the worst homeless problems but that has changed. In fact, in the last decade, Houston has housed about 25,000 persons who were homeless on our streets. He wanted to acknowledge the work that started with former Mayor Annise Parker, which has continued since then. Instead of dealing with a fragmented ecosystem, Houston has put together the Houston Coalition on Homelessness, which is various non-profits that are working together. Housing is the critical component in reducing the number of people who are homeless. In the last decade, the City of Houston has reduced homelessness in the City by 63% and that is a huge achievement. The goal is to get the City down to zero percent when it comes to chronic homelessness. Now, they are in phase two (2) of our collaboration with the County, putting $100 million into homelessness. The only thing that is holding us up right now is finding additional single bed unit apartments. He does want to thank many of the apartment owners because if not for them making units available that they can utilize for the homeless, they would not be where they are today. He wants to ask for their continual cooperation and where they have available units or where there are units where they are willing to say to the City, you can use these units for the homeless population, then he hopes they will work them to do just that. We just don’t put homeless people in these units and walk away. They also come with them and provide for them the necessary wrap around services, which after two (2) years most of them are still housed. The Navigation Centers are working in Districts A and B. Again, these are not shelters, these are Navigation Centers and people are there for 60 to 90 days. Then they move on to an apartment. He received a text message last night from Mayor Adam’s of New York, who is wanting to come here with his team to Houston to look at what they have been able to do.

The 2022 U.S. News & World Report Survey of best Children’s Hospital ranking came out and Texas Children’s Hospital is ranked No. 2 in the nation. He wants to congratulate the 16,000 members of the faculties and staff of the Texas Children’s Hospital. He wants to give a huge shout out to the President and CEO, Mark Wallace. His leadership has been just stellar. So again, to Texas Children’s Hospital, we are #HoustonProud.

Tomorrow, an announcement will be made on the World Cup. FIFA will be making an announcement on tomorrow. Chris Conetti, his group and others have been working on this for the past three (3) years. It will be played in 2026 and it will pump in a billion dollars into the City. Mayor Turner stated that this weekend there is a lot of Juneteenth events and it falls on the same weekend as Father’s Day. Happy Juneteenth to everybody and at the same time, Happy Father’s Day to everyone. The Tony Awards took place on Sunday night. They highlighted one of the teachers from Houston’s George Washington Carver High School. They highlight the Theater Director Roshunda Jones-Koumba. He wanted to give her a congratulations.
