City of Houston Bicycle Advisory Committee Infrastructure Subcommittee met Aug. 25.

a. Chair Perez noted that it was a busy Bike Month with several events happening around the city. He hopes that members were able to join and participate.
b. Chair noted that he is happy to see all the infrastructure that are being implemented throughout the city. He also would like to see a follow through with maintenance on the bike lanes. He looks forward to seeing how the budget will go to get sweepers.
2. Public Comment
a. Email from Jon Bush: Houston METRO gave a public update of their METRORapid Inner Katy Corridor Project on May 4. Many of the proposed BRT station location will be convenient to popular biking trails at Memorial Park, White Oak Bayou, Buffalo Bayou, and Columbia Tap Trial; state of the art bike facilities at Shepherd / Durham and Bagby. He believes that METRO allocating space for Bicycle stations and secure personal bike storage at the BRT stations will be mutually beneficial to cyclist ad transit users. He would like to encourage anyone else in support of these features to submit comments through the METRO project website.
b. Email from Harrison Wright: A resident near Braes Heights neighborhood is asking the BAC for consideration of a bike lane on Bellaire and Stella Link. He stated that he does not feel comfortable biking across Bellaire. He feels this bike lane would service many demographics and help connect the city bike network with local parks, schools and medical center.

3. Proposed Projects for FLAP
a. Presentation by Bryan Dotson: George Bush Park Hike & Bike Trail Extension
• The Federal Lands Access Program (FLAP) can fund this project. Projects will be built mostly on federal land.
• HC Precinct 4 will apply for 1.7-mile Westheimer Access Trail.
• TXDOT will apply for 3-mile FM 1093 Trail.
• Application deadline for 2022 Texas FLAP is August 1, 2022.
• Request from Bryan Dotson for letters of support from BAC. Chair Compson to provide these letters.
4. Tollways to Trailways Overview

a. Presentation by Jessica Wiggins – TEI Planning & Design
6. Strategic Bikeways Investments
a. Presentation by David Fields – City of Houston Planning and Development
• Issue: Bikeway funds currently use 100% for Prioritized Projects, which tend to be major investments. This leaves no opportunity to fund strategic opportunities.
• Proposal: 10% of every year’s Bikeway funds be held separate from priority projects.
• Funds to be used for:
o Spot safety improvements
o Low-cost improvements to bring a facility up to Bike Plan standard (LC to HC)
o Not required to be highest priority per the prioritization exercise
o Larger projects funds should be used as a match for other contributions and not to fund the whole project.
• As strategic opportunities are identified, the project concept will be presented to the BAC for guidance and confirmation. If BAC supports, that will be staff’s direction to implement. Once that year’s funds are spent, additional proposals will be held until the following fiscal year.
• Consensus of Infrastructure Committee to support proposal. Proposal will be added to July 2022 BAC meeting agenda.
7. Open Forum
a. Joe Cutrufo
• Wanted to thank BAC Members for attending Houston’s Bike Summit this past weekend.
b. Brandon Mosley
• Wanted to thank all BAC members that participated in Bike to Work Day ride hosted by Mayors Office and Planning.
c. David Fields
• Thanked the BAC for participating in Pct 1 and Harris County Health Department’s Bike Rodeo in Acres Home.
• Wanted to remind the BAC that Staff Brian Smith II will be out until late September on military leave and that he and Brandon Mosley will be taking over his BAC duties until he returns.
d. Jessica Wiggins
• Wanted to know what BAC can do to help support the proposed 11th Street project.
• David Fields responded noting that the proposed project has been passed to the Mayor Sylvester Turner for his personal review and at this time he has not given a decision. BAC members can contact his office to give statements of support.
e. Trevor Reichman
• Wanted to know if there is an update to the MKT Spur. When will it open?
• David Fields responded that for the MKT Bridge, Houston Parks Board was told that it would open very soon. When it does all BAC and Bike Houston social media will be updated with the information. As far as the
MKT Spur, as more information is released the BAC will be informed.
