A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Mary Nan Huffman, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. At 2:03 p.m., Mayor Turner called the meeting to order and recognized Council Member Knox for the invocation and pledge.

Council Member Knox invited Pastor Cedric King (Community Transformation Church, Gulfgate Campus) to give the Invocation after which he led the Pledge of Allegiance.

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

Mayor Turner recognized Council Member Kamin for a procedural motion. Council Member Kamin moved that the rules be suspended for the purpose of adding Ernest Carmona to the bottom of the two minute Agenda List of Speakers and Seconded by Council Member Kubosh, all voting aye, nays none. Mayor Turner recognized Council Member Jackson for a procedural motion. Mayor Turner stated to Mr. Carmona that there is no outsourcing. There is no privatization. They are looking to hire municipal employees in Permitting and municipal employees in Permitting can work overtime. If they are looking for employees, no employees are being laid off and employees can work overtime, he doesn’t know where his beef is. What he will say though is that the caseload has exponentially increased. Just like in Solid Waste, they use DRC to assist the Solid Waste employees in getting the trash picked up.

Mr. Carmona stated to Mayor Turner that they are two different situations. With the added help for plan review and with the customer paid overtime, in the past they have done the CPOs and now they are going to vote to give those out to Veritas.

Mayor Turner stated that they are not going to do the customer pay situation because that program did raise issues and caused concerns. The point that he simply wants to make to

Council Member Kamin stated that she wanted to share with the public that anyone can go to hpou.org to review the current contract and proposed contract. She believes that they are posted there.

Council Member Kamin stated to Ms. Johnson that she appreciates the work of ACLU but wanted to ask her a question because she talked about several things that are within the contract. She does think that ACLU has advocated for some changes that are in the contract.

Ms Johnson stated to Council Member Kamin that this agreement does take a step forward in the 180-day rule. It still is missing the mark on a couple of parts surrounding the 180-day rule. They want to acknowledge that, that progress has been made but they also have to acknowledge all of the other things that were left out of the negotiations. Maybe they weren’t but the public has no way to know that.

Mayor Turner asked Mr. Jones what he does. Mr. Jones stated that he has a non-profit organization that is called Next Step Syndicate. They go into distressed communities in this area. They find individuals who they believe have that measure of hope that they can communicate with, so that they understand their mission, understand the program and believe in it. They then

take those individuals and help them reach their next step toward their ultimate goal, whether it’s obtaining their birth cerficate or ID. They provide computer services, job placements, education continuation and other services.

Council Member Robinson thanked Mr. Jones for coming down here and he thinks the Mayor asked him that question because some of them are interested in the sound of his appeal. He asked Mr. Jones if there was a website or a way they can educate themselves further about Next Step. Mr. Jones stated they can google Next Step and he wanted to give them information to contact him directly at their office. Mr. Jones stated the number is (832)740-0706.

Council Member Pollard asked Mr. Jones what the $14,000 was for. Mr. Jones stated that he outlined it in the budget that he gave to the City Council at one time. Which he does have here if they wanted him to read it out or hand it to him.

Council Member Jackson thanked Mr. Johnson for working with the residents about the situation. She did go by and had a conversation with her and she is extremely scared. She knows that Huey, Super Neighborhood President, is still upset about it. She knows that Chief Finner was supposed to go by or make a phone call to the constituent. But whatever she can do to make sure that the constituent is at ease, she is with him. They do need to put some processes in place so they know if a person is in jail or not. Especially if they’ve been in jail for quite some time before police go to serve a warrant.

Council Member Pollard stated to Mr. Parnell that he knows this is a real issue and he appreciates the Mayor for saying that he will look into this. He does think that they need to explore ways in which to ensure that delivery drivers can get food efficiently without fear of tickets. Also, working with the business owners, if they contract with Uber Eats or other deliveries, that they ensure that there is appropriate space for delivery.

Council Member Kamin stated to Ms. Hass that she wanted to emphasize what the Mayor had reiterated about department staff offering to come out there to meet with her. On what is a large scale drainage project for that entire neighborhood, to upgrade the storm drains in the area that are absolutely necessary right now as the area is seeing increased flooding. She believes that they provided Ms. Hass information and she knows that they shared several links with her so that she can ask questions to the department. They also shared information in a public meeting that was held at the beginning of March.

Mayor Turner stated to Mr. Khan that there is no question about his commitment and the dedication and work that he does. He still looks forward to working with him. There was a commitment that they made and they want to follow up with that.

Council Member Jackson stated to Mr. Khan that she echoes what the Mayor said. They really appreciate his leadership and his dedication. They are grateful to have him in District B. Council Member Robinson stated to Mr. Khan that this is the first time hearing him, in the many times that he has come before, ask for something. Mr. Khan asked to take the work that he is doing very seriously. He does need money but he knows the protocol.

Mayor Turner stated that Mr. Khan should not have to ask for it. The reality is that they can’t do all the work by ourselves and law enforcement can’t do all the work by themselves. So they need credible, influential partners out there who are doing the work. He can reach many people out there in that community that they themselves cannot reach.

Council Member Robinson stated that he knows the Mayor is reading a memo, as he has as well, and part of the concern is that there has been seven red tags issued on the property. In this case, whether it’s a small, medium or large developer or a contractor, it seems to be a matter, of course, of doing business and he doesn‘t want to jump to any conclusion. But when it seems to be that repetitive, it would appear a very lack of understanding or a willingness to flaunt the law. It concerns him and if there is a reason to review that within the context of the committee, he would welcome the opportunity.

Mayor Turner stated that he is looking at the same memo. It says, “as of March 22, 2022, a total of seven red tag numbers have been issued to the property for fill and grade work without permits.“ He does expect everybody to operate within the rules, guidelines, procedures, policies and ordinances.

Council Member Kamin stated that she thinks it’s not fair that the burden continues to fall on her constituents who have to keep an eye out on all of this. In this case, developers continue to flaunt the rules procedures and the law that is set in the interest of safety of the neighborhood. She wanted to recognize Ms. Carlisle for her efforts.

MAYOR’S REPORT

Mayor Turner stated that this morning he is proud to release the Resilient Houston and Climate Action Plan 2-year report. The plan cements the foundation for a more prepared and thriving city, focusing on specific actions and initiatives that center on equity, climate action and resilience. They are breaking silos, transforming the city and that process does take time. The implementation phase, that they find themselves in, have shown results. In 2021, they have closed 3 out of the 18 targets in resilient Houston and 3 out of 12 targets in the climate action plan. These include our support of local artists in resilience awareness projects, institutionalization of resilience and sustainability through the Departmental Resilience Officers, attracting new green energy companies, doubling a number of PACE projects and adopting the long range Solid Waste plan. Meanwhile, they continue to make progress on electrifying our city vehicles, working on building decarbonization, energy transition and renewable options, resilience planning, grid resilience and material circularity. Today, not only do they launch a report but this is also tied to a tracker for each target created through support of the Kinder Institute for Urban Research at Rice University. In 2020, he released the Houston Resilient Houston Strategy and a few months later, the Climate Action Plan. He wants to thank the Mayor’s Office of Resilience and Sustainability and the ARA Team for their work. Thanks to all of the departments who have also integrated these actions within their mission and thank you to all the partners in the community that are championing and leading these efforts across multiple fronts. As they kick off 2022, he reflects on what Houstonians have overcome over the past 6 years. He is encouraged about the work becoming a more an equitable, sustainable city.

On yesterday, HUD announced that Houston will receive a direct allocation of $30.3 million in CDBG funding following last year’s historic freeze. They have estimated that 50,000 homes and 400 apartment complexes had busted water pipes and extensive damages. Sadly, several people died from hypothermia or carbon monoxide poisoning. He appreciates HUD for the allocation and pleased to hear the Secretary Fudge say yesterday that HUD will maintain oversight and monitor GLO State Action Plan, which provides no money Houston for flood mitigation projects following Hurricane Harvey.

Mayor Turner stated that the positivity rate over the last 14 days is 2% and the wastewater virus load is 18% of the baseline. Those are good numbers but he still wants to encourage everyone to get fully vaccinated. There is indication from the Health Department about the funding for outside entities that work with the City of Houston Health Department. There will not be funding for claims after April 5th but there will still be vaccination through the City of Houston Health Department. They will continue to press Congress and Washington to provide additional funding. The Mayor Office of Veteran’s and Military Affairs will host the Vietnam War Veteran’s Day ceremony at 11:00 a.m., Tuesday, March 29,2022 at Houston City Hall. This event is the city’s opportunity to honor the Nation’s Vietnam Veterans and their families for their service and sacrifice. The ceremony is open to everyone and this year’s, guest speaker is a decorated Vietnam Veteran who will share his experience about his service in Vietnam and his journey through life, post-military duties. A Vietnam Veteran lapel pin will be presented to each Vietnam War veteran in attendance who served on active duty from November 1, 1955 to May 15, 1975. Bear in mind that the Bayou City Art Festival returns to Memorial Park this weekend, March 25th through 27th. It’s their 50th year of providing support for local non-profit programs and promoting expanded access to art education throughout the entire Houston community. 300 artists will join with thousands of art loving patrons for three days of art, music, food and entertainment. The Memorial Drive Land Bridge Tunnel will be opened to traffic next Monday, March 28th. They will be scheduling a ribbon cutting for 10:00 a.m. The land bridge is part of the Memorial Park Master Plan and will provide greater safety and connectivity, restoring nearly 45 acres of native coastal prairie.

Next week, Mayor Turner will join Houston First Corporation and the Greater Houston Partnership on an economic development and integrated marketing campaign to Mexico. They will work collectively to reinforce Houston’s position as the top City for global trade, tourism, business and travel to and from Mexico. On April 2nd, they will be putting forth a naming space at the Joe Campos Torres Plaza at 1:00 p.m. This will be a major moment for our city. He acknowledges Council Members Cisneros and Gallegos for being very instrumental in making this happen.

Mayor Turner stated that lastly, he cannot close without mentioning the University of Houston Men’s basketball team. The University of Houston Cougars have returned to the Sweet Sixteen and Houston First is planning another fantastic watch party at Avenida Houston to cheer them on. The official March Madness watch party to view the University of Houston vs. Arizona game is Thursday, March 24th at 8:40 p.m. This will take place between the George R. Brown Convention Center and Discovery Green. The free public event will feature a massive 24-foot viewing screen, music, beverages, games, university merchandise and more. The public can register for tickets online. The doors will open 90 minutes prior to. Let’s cheers the Cougars on.
