The Housing and Community Development Department (HCDD) recommends Council approval of an Ordinance authorizing a Substantial Amendment to the current Community Development Block Grant - Coronavirus (CDBG-CV) budget in the 2019 Annual Action Plan, transferring $8,509,627.00 from the Public Facilities Activity to the Public Services Activity. (All Districts)

III. Public Facilities

a. HCDD recommends Council approval of an Ordinance authorizing a Loan Agreement between the City of Houston and Covenant House Texas (CHT), providing $6,700,000.00 in Home Investment Partnership Grant - American Rescue Plan (HOME-ARP) funds for the redevelopment of their Building for Life campus, which will support proven programs that successfully guide homeless youth to independence. (District C)

b. HCDD recommends Council approval of an Ordinance authorizing a Loan Agreement between the City of Houston and SER-Jobs for Progress of the Texas Gulf Coast, Inc (SERJobs), providing $1,343,307.00 in Community Development Block Grant (CDBG) funds towards the installation of an emergency generator and expansion of their SERJobs Workforce Training Center (WTC) by incorporating a Ronald McDonald® - Children’s Health Education Enrichment Resource (C.H.E.E.R.) Room. (District I)

c. HCDD recommends Council approval of an Ordinance authorizing a Loan Agreement between the City of Houston (City) and Fifth Ward Community Redevelopment Corporation (Fifth Ward CRC), providing $750,000.00 in federal Community Development Block Grant (CDBG) funds for the rehabilitation of their new Fifth Ward Technology Center (FWTC). IV. Small Rental

HCDD recommends Council approval of an Ordinance authorizing a supplemental investment of $306,031.00 for a Community Development Block Grant - Disaster Recovery 2017 (CDBG-DR17) loan, for a Contract between the City of Houston and Avenue CDC, (Borrower) for the land acquisition and new construction of Fulton and James, serving low- to moderate-income renters at 2004 & 2008 Fulton St. and 1105 James St, Houston TX 77009. (District H)

V. Affordable Home Development Program

a. HCDD recommends Council approval of an Ordinance authorizing an Agreement between the City of Houston (City) and Agape Homes CDC providing a Loan of $2,190,000.00 Uptown TIRZ Series 2021 Affordable Homes Funds to finance the infrastructure for a single-family development to be located at 6412 Calhoun Road in the OST - South Union neighborhood. (District D)

b. HCDD recommends Council approval of an Ordinance authorizing a Loan of $7,980,000.00 in Uptown TIRZ Series 2021 Affordable Homes Funds for Contract between the City of Houston and RZ Enterprises USA dba Oracle City Homes LLC to finance the infrastructure needed to construct affordable single family homes. (District B)

HCDD recommends Council approval of an Ordinance authorizing an Amendment to the Loan Agreement between the City of Houston and TXZNH, LLC.
