A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, February 1, 2022, with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh and Sallie Alcorn, Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. Council Member Letitia Plummer absent on personal business.

At 1:40 p.m., Mayor Turner called the meeting to order and recognized Council Member Evans-Shabazz for the first proclamation.

Council Member Evans-Shabazz presented a proclamation to the American Heart Association for Healthy Heart Month. Accepting the proclamation were members of the Go Red for Women.

Council Member Cisneros presented a proclamation to the Houston Humane Society. Accepting the proclamation were Executive Director Gary Poon and staff of the Houston Humane Society.

Mayor Turner presented a proclamation to Dr. James E. Burton honoring his 90th birthday. Accepting the proclamation were Dr. James E. Burton and members of his family.

Mayor Turner recognized Council Member Jackson for the Invocation. Council Member Jackson invited Minister Dr. Debra Fields Harris (Community of Faith and Community Tabernacle Church) to give the Invocation after which she led the Pledge of Allegiance.

Council Member Castex-Tatum moved to delay the minutes and Seconded by Council Member Robinson, all voting aye, nays none. MOTION ADOPTED

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the closed captioner and the general public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

Council Member Kamin stated to Mr. Berg that Council Member Alcorn has been working non-stop on this issue along with Council Member Evans-Shabazz and herself. They have been in meeting after meeting working with various department and they have sent him some of that information. They are working closely with his Super Neighborhood and his Civic Club leadership. She doesn’t want to discredit or discount the work of Council Members Alcorn, herself or others, in terms of driving some of these code and enforcement changes. It‘s not perfect and they have major gaps but they are working on it.

Mayor Turner stated that the first item for business is the canvassing of the vote of District G. He wanted to thank Council Member Greg Travis for his service over the last 6 years. They came in together and worked on a number of initiatives. One of the first ones was the pension reform. They have worked collaboratively on a number of things and he would say in most instances they have worked on those things together and moved things forward in this city. Mayor Turner wanted to thank Council Member Travis for the service that he has given on behalf of the City of Houston and wishes him all of the best going forward.

Members of Council commented on Council Member Travis leaving council. Council Member Travis gave a goodbye statement.

Mayor Turner requested everyone to please join him in thanking Council Member Greg Travis for his service to the City of Houston in over the last 6 years. The beauty of the democratic system is that democracy moves forward and democracy selects its representatives. As we thank Council Member Travis for his services and as he seeks to move forward in whatever capacity of service, the district will continue to be represented. Mayor Turner requested a motion to bring up Item 11. Council Member Knox moved to have the rules suspended to consider Item 11 out of order and Seconded by Council Member Travis, all voting aye, nays none. MOTION 2022-0060 ADOPTED

11. ORDINANCE tabulating the votes cast and canvassing the returns of the City of Houston Special Election held on January 25, 2022, for the purpose of filling a vacancy in the office of Council Member, District G; making various findings and provisions related to the subject; declaring the Official Results of the Special Election – Was presented, all voting aye, nays none. Mayor Turner invited Council Member-Elect Mary Han Huffman to the podium and Mayor Turner swore Council Member Huffman in.

At 9:27 a.m., Mayor Turner called on the Monthly and Quarterly Financial Report.

REPORT FROM CITY CONTROLLER AND THE CITY ADMINISTRATION REGARDING THE CURRENT FINANCIAL STATUS OF THE CITY including but not limited to, a revenue, expenditure and encumbrance report for the General Fund, all special revenue funds and all enterprise funds, and a report on the status of bond funds and a Quarterly Investment Report by the City Controller – Was presented, City Controller Chris Brown and Director of Finance Department, Tantri Emo, reviewed the Monthly Operation and Financial Report; copies of which are on file in the City Secretary’s Office for review.

Council Member Martin moved to accept the Monthly Financial Report and the Quarterly Finance Report and seconded by Council Member Robinson, Council Member Kubosh voting no, balance voting aye. MOTION 2022-0061 ADOPTED

MAYOR’S REPORT

Mayor Turner invited and welcomed Council Members to attend a press conference today at 1:00 p.m. They will be laying out anti-crime initiatives. A lot of work has gone into that. They have reached out to a number of people, both within the city as well as outside the city. It is quite comprehensive in nature. There will be new items included in it but it is intended to be comprehensive. Later this afternoon at 5:00 p.m. there will be an announcement about the River Oaks Theatre. A quick update on COVID. The positivity rate is going down. From where it was at 38% at one point is now 26.4%. About a month ago, we had close to 1,000 city employees dealing with COVID. That number now is about 216 or more and is consistently going down. This is the first week of a six week program that will award 12 people with a $1,000 gift card and provide $50 gift cards for people who get their first dose or their booster shots at eligible Health Department sites between January 29 and March 10th. They can find dozens of free testing and vaccination sites at houstonhealth.org or by calling 832-393-4220.

With regards to whether, it’s going to get cold starting tomorrow. Certainly if you are going up north, be prepared. Hopefully it will get cold here but not freezing and hopefully we won’t have precipitation. He wants to encourage people to be weather aware, weather alert and be mindful of that. We are not expecting another winter storm Uri. But Mother Nature does have a mind of her own.

He wants to wish a Happy Lunar New Year to our friends in the Houston Chinese Community. This is the year of the tiger. Yesterday started Black History month and they honored Dr. Burton who turned the age of 90. Dr. Burton was the dentist out in the Acres Homes area for 47 years. Houston First Corporation has a lineup that includes art, music, vendors and educational activities for the entire family. So black history at Avenida Houston will take place every Saturday in February from 1 p.m. to 5:00 p.m. on the Plaza at Avenida between George R. Brown Center and Discovery Green. Also, February 5th from 10:00 a.m. to 3:00 p.m., everyone is invited to a preview party of the Memorial Park Land Bridge. The Memorial Park Conservancy and the project partners at the Uptown Development Authority, the City of Houston Parks and Recreation Department and the Kinder Foundation are hosting a free event for Houstonians celebrating the transformational land bridge and prairie project for all of Houston to celebrate. Everyone will have a chance to walk through and explore one of the project’s four tunnels before they open to traffic in March. The family friendly celebration will also feature a live D.J., fun photo opportunities, food trucks, giveaways, opportunities to learn more about Memorial Park’s Master Plan and the ten year plan delivery and more.
