Accept Comments from Members of the Public. 

Approval of the Minutes of the Regular Meeting, March 23, 2022. 

Receive Hearing Examiner's Report and Consider Granting, Denying or Amending Applications for Water Well Permits Heard at the April 7, 2022, Hearing. 

Consider Emergency Approvals Granted or Denied by the General Manager: 

1. CEMEX Construction Materials Houston, LLC 

2. Ft. Bend Co. Recreation & Parks 

Consider Recommendation from the Finance Committee Regarding the Independent Annual Financial Audit for the Fiscal Year Ending December 31, 2021. 

Discuss Amendments to the 2013 District Regulatory Plan to Extend the 2025 Conversion Deadline to 2027. 

Receive Briefing from District Staff on the Joint Regulatory Plan Review. 

Receive Briefing from District Staff on the Monthly Financial Statement. 

General Manager's Report – The General Manager will brief the Board on pertinent operational and management issues that the District, its employees, or consultants have encountered since the last regular Board meeting. 

Consultation with the General Counsel on Recent Litigation on Groundwater Issues. 

1. Fazzino vs. Brazos Valley Groundwater Conservation District (Federal District Court-Waco Division) 

2. Cockrell Investment Partners, Ltd. vs. Middle Pecos Groundwater Conservation District (Pecos County District Court) 

3. San Jacinto River Authority v. City of Conroe and City of Magnolia (9th Court of  Appeals) 

Executive Session, if necessary.
