A Consolidated City of Houston City Council Meeting at 9:00 a.m. Mayor Sylvester Turner presiding, with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Arturo Michel, City Attorney, Marta Crinejo, Agenda Director present.

At 9:03 a.m., Mayor Turner called the meeting of the Houston City Council to order and requested the City Secretary to call the roll.

Mayor Turner recognized Council Member Thomas for the Invocation after which she led the Pledge of Allegiance.

Council Member Castex-Tatum moved to adopt the minutes of November 9-10, 2021 and November 16-17, 2021 and Seconded by Council Member Robinson, all voting aye, nays none. MOTION ADOPTED

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. The meeting will also be streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html), Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public,

in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

REPORT FROM CITY CONTROLLER AND THE CITY ADMINISTRATION REGARDING THE CURRENT FINANCIAL STATUS OF THE CITY including but not limited to, a revenue, expenditure and encumbrance report for the General Fund, all special revenue funds and all enterprise funds, and a report on the status of bond funds - Was presented, City Controller Chris Brown and Director of Finance Department, Tantri Emo, reviewed the Monthly Operation and Financial Report; copies of which are on file in the City Secretary’s Office for review.

Council Member Martin moved to accept the Monthly Financial Report and seconded by Council Member Castex-Tatum, Council Member Kubosh voting no, balance voting aye. MOTION 2022-0001 ADOPTED

MAYOR’S REPORT

Mayor Turner presented a proclamation to Bill Worrell recognizing his 40 years of longtime voice services to the Houston Rockets. Accepting the proclamation was Bill Worrell.

Members of Council congratulated and thanked him for his services.

Mayor Turner recognized Council Member Evans-Shabazz for a procedural motion. Council Member Evans-Shabazz moved that the rules be suspended for the purpose of moving Crystal Toussant and Jalene Mack to the top of the 3 minute Non-Agenda List of Speakers and Seconded by Council Member Castex-Tatum, all voting aye, nays none.

Council Member Evans-Shabazz stated to Mr. Fincham that she is very glad that the bike structure provided safety, in terms of preserving his life. At one point they did not want the bike lanes there but they have recognized the need they just want them to be placed safely in the community.

Mayor Turner asked Ms. Toussant if she looked at the information online? She stated to Mayor Turner, “yes“ and that Jalene Mack is an attorney and she told her before they come before the Mayor, make sure that she finds it in writing even though she was told by the office. The major issue is the fact that she was awarded the support for their organization‘s grant only $600.00. Mayor Turner stated that he did see that, looked at it and is reveiwing it. It did stand out to him.

Council Member Gallegos thanked Ms. Ronneberg for her comments. The Austin bike lane is a dedicated bike lane for the cyclists and also for connectivity. If someone is on the Austin bike lane, they have conectivity to Buffalo Bayou, Discovery Green and they can even go to Hermann Park. There’s also connectivity to the Greenways at Sims Bayou. The Austin bike lane is something that will connect to all these different areas of the City for the safety of cyclists.

Mayor Turner asked if they had went to HUD. She stated that they did and HUD denied a visit with the tenants. He knows that they are sending Houston Public Works, as well as the Houston Health Department to take a look at these apartments today for themselves.

Council Member Plummer thanked Ms. Bowman for coming forward and thanked her for all the work that Texas Housers has done to support tenants. They have been working on trying to get the apartment inspection reform to be put through. Coppertree Village is one of the many complexes that have the same story. Most of them are in low income black and brown communities. She is trying to figure out if there is anything that the City of Houston can do. They have to hold these landlords accountable.

Mayor Turner stated to Ms. Trevino that there is a shortage of drivers and they have been saying that over the last year. Many of the drivers that we have are being recruited and taken away by the private sector because they can pay more and they are working shorter hours. The City drivers are working a minimum of 6 days and sometimes 7 days. In addition to that, a number of their drivers or operators have been impacted by COVID-19. As of yesterday, the number of municipal workers impacted by COVID-19 is right about 370 or more. It’s increasing almost every day and that also becomes a problem. They did go to a holiday schedule on recycling, in the last 2 weeks of December, and in part it was because of the shortage of drivers. They needed to give the operators a break or they would be losing a lot more. Those are systemic issues that they are facing. They are paying additional vendors on a monthly basis to supplement their operations. They are paying overtime and they are offering bonuses to retain additional employees. All of those things are taking place. They can certainly do better in terms of providing communications and notifcations to homeowners to let them know what the schedule is and where they fall behind.

Mayor’s Report part 2

Mayor Turner stated that the City of Houston has opened the third or fourth mega site today at Butler Stadium. They can also go to Minute Maid Lot C in the downtown area, Delmar Stadium on the north side or to Butler Stadium today. Tomorrow, the other mega site will open up, which will be in the parking lot of Dave and Busters at 9:00 a.m. They will also be opening sites in Kingwood and Clear Lake. They are working to provide testing capabilities throughout the City of Houston and that’s in addition to other testing sites located at some of the Multiservice Centers and other places throughout the City. He wants to thank all of their partners that they are working with to provide testing.

The City of Houston is partnering with the Black Heritage Society for the original Martin Luther King Day Parade on Monday January 17, 2022 and they will have more information on that at 1:30 p.m.
