Spring Valley Village mayor on police chief's resignation: 'We have an agreement in principle'

A special meeting of the Spring Valley Village City Council on Tuesday (April 12) resulted in a mutual agreement for Chief of Police Loyd Evans to resign, according to a report from Houston ABC affiliate KTRK. City leaders had accused Evans of paying himself nearly $300,000 for overtime in the past two years.

"We have an agreement in principle, and obviously the lawyers are taking care of things," Spring Valley Village Mayor Marcus Vjados said, per KTRK. "As part of that whole process, we will be discussing that going forward. (Tuesday) was just, we're not finished with that process." 

Spring Valley Village is 10 miles west of Downtown Houston and is home to more than 4,000 people.

KTRK reported that the closed-door meeting lasted two hours.

Upon its completion, Evans shook hands with each city councilmember, much different from the previous meeting in which the chief purportedly bristled while the city council questioned him about the payments.

He has been mum on the allegations since he was placed on administrative leave, according to KTRK.

Amanda Bolin, Evans' legal counsel, told Houston CBS affiliate KHOU that her client is apparently content with the mutual separation.

"Assuming things follow through with what we've agreed to today, then I think yes, he's happy and he's ready to move on," Bolin said, according to the station.

Evans was identified as the exempt employee the city referred to in a statement who earned "$189,038 in OT plus base salary" in 2020 and "an additional $96,040 plus base salary" last year, according to a report from Houston NBC affiliate KPRC, the Houston Daily reported.

“It is only in the rarest of occasions and under specific conditions that city policy permits OT for exempt employees,” the statement said.
