A regular meeting of the Houston City Council was held at 2:00 p.m., Tuesday, November 30, 2021, with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn, Randy Zamora, Legal Department, and Stella Ortega, Agenda Office, present.
At 1:30 p.m., Mayor Turner called the meeting to order and recognized Council Member Plummer for a proclamation.
Council Member Plummer presented a proclamation to the Honorable Consul General Rashid Al Dehaimi and other recipients, for their collaboration, participation and assistance in addressing food insecurity in Houston’s communities. Accepting the proclamation were Consul General Rashid Al Dehaimi and Members of the Diplomacy Institute Leadership, Dr. Gigi Do and Dr. Edmund “Butch” Herod.
Council Member Gallegos presented a proclamation to Anthony Crespo, General Manager, recognizing the Forest Park Lawndale Cemetery’s Centennial. Accepting the proclamation were Anthony Crespo, Mr. Landrum and Hector Benevidez.
Council Member Kamin presented a proclamation to “Shine a Light” for Antisemitism Week. Accepting the proclamation was Renee Wizig-Barrios, President and CEO of the Jewish Federation of Greater Houston.
Mayor Turner recognized Council Member Gallegos for the Invocation after which he led the Pledge of Allegiance.

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.
The public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002. The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.
Mayor Turner recognized Council Member Alcorn for a procedural motion. Council Member Alcorn moved that the rules be suspended for the purpose of adding Lance Wilson to the bottom of the 3 minute Agenda List of Speakers and Seconded by Council Member Robinson, all voting aye, nays none. Council Member Kamin stated to Mayor Turner that she thinks it would be helpful to get a response from the department if there was a reason for changing the definition versus to sticking to what the code is defining it under.
Mayor Turner stated to Council Member Kamin that they are seeking an explanation as to why the definitions were changed. They will also seek an explanation as to why the amendments were accepted but not included.

Mayor Turner stated that he wanted to say to Council Member Alcorn and others that if there were things that were approved and did not make it into this ordinance, let them know. Public Works is saying that they were not aware of anything that was approved. If they have that information to please bring it to their attention so that they all can be on the same page.

Mayor Turner stated to Mr. Jones that they are putting the exemption back in with respect to the low voltage. He thinks that issue now is that there are others who are saying we should go beyond what previously existed and now go to categories, for example, 1, 2, and 3. What he is being told is that they will have an opportunity because there are some on the other side who are raising concerns, as well. This should be worked out as they move to the next level. We certainly need to go beyond on where they are now with the code and get to 2015, as they continue to work on other issues. They have put back the exemption as it was. Now people are saying that it‘s not enough and that they need to take on another added step. When they start looking at the 2021 code, they intend to do that. Mayor Turner stated that is his understanding.

Mayor Turner asked Mr. Breaux,“ Can we not go back to the previous exemption, where people objected to it last time, recognizing that we’re going to be continuing to work on this over the next year and then move to the categories 2 and 3 in the next round?“ This is not a one and done. Can they not take this initial step and then have a very engaged vetting process as they look to the next step? Mr. Breaux stated to Mayor Turner that he thinks that would be a smart thing to do.
Mayor Turner stated that he is still trying to see if they can agree with a process going forward. The question is can they move forward and voting for what is before them, with the exemption the way it has been in the bill, as they work on the next level where all of that is being factored in and then come to an agreement on what the vetting process should be? He would ask people to consider that and to see how people feel about that because they are going to immediately startlooking at Code ’21. Mr. Breaux stated to Mayor Turner that he would agree on that, as long as they can be involved in that process and have their voices heard.

Mayor Turner stated to Mr. Watkins that the reason is that they have been forewarned by the Houston Fire Department that this is a life and safety issue. Now having been told that if, by chance, they fail to act and something happens, what do you think people would say then? Mayor Turner is hearing, even on other things that have happened inside the city but not on city’s venues, not on city property and property and not their events. When you have the Fire Department saying to him, that it is a life and safety issue, they can’t just over look it.

Council Member Pollard thanked Ms. Paguaga for coming forward. He stated, the biggest thing was to get a letter from the church and if the church is fine with it, then the City is fine with it. He was told that she did get a letter from the church. So if the issue is policy wise, that the City doesn’t want a bar to be that close to the church because they don’t want to offend a church but the church was fine with it, then there shouldn’t be an issue anymore. Sftfince she got a letter from the church that they don’t have an issue with it, then it seems that it shouldn’t be an isssue on the city stand point. Hopefully they can do all that they can do to get that rectified so she can move forward.

MAYOR’S REPORT
Mayor Turner stated that today is World AIDS Day. The Houston Health Department, in collaboration with several other local organizations, will hold a World AIDS Day remembrance ceremony and candlelight vigil at Sam Houston Park, 1000 Bagby Street, starting at 6:00 p.m. He and Director Steven Williams will be there along with many others. HIV testing, education and awareness is more important now than ever, so take advantage. This Saturday, December 4th, is the Reliant Lights Mayor’s Spectacular. He invites people to come and it starts at 6:00 p.m. at Hermann Square in front of City Hall. There will be live music and the lighting of the official holiday tree. The 80’s icon, Taylor Dayne, is scheduled to perform and, of course, Santa Claus will be available for free photos with children in the Gingerbread Village. The public is invited to be part of the Toys for Tots by bringing a new, unwrapped toy to the event. The night after Thanksgiving, they had an opportunity to visit Zoo Lights at the Houston Zoo. For those who have not gone, he wants to encourage them to go. He thinks that families and the kids will especially enjoy that.
The Houston Health Department is now testing the Houston Wastewater for the omicron variant of the virus that causes COVID-19. They will be watching carefully to see if any signs of that particular strain is here in the Houston area. He wants to continue to encourage people to get the vaccine. If you have been vaccinated and its been 6 months or 2 months after the Johnson and Johnson to please go get the booster. Then again with kids 5 years and older, he also encourages them to get the vaccine. A reminder to all city employees, if you have not gotten the vaccine, you must be tested on a bi-weekly basis. That is a must. For those that choose not to be vaccinated and not get tested, you are subject to disciplinary action and even dismissal. They need everyone to adhere to the policy. Mark your calendars for December 17th starting at noon, the City of Houston is teaming up with Texas Children’s Hospital for free COVID-19 vaccination shots for the entire family. The vaccine event will take place at the George R. Brown Convention Center. There will be free parking and free Metro rides. They will have more details to announce in the coming days. For the first time in more than 30 years, the World Petroleum Congress is returning to the United States and it will be right here in Houston from Sunday, December 5th thru December 9th. Organizers are expecting more than 150 high profile leaders, including ministers of energy, CEO’s and other experts who will discuss the future of energy.
Mayor Turner stated that the City of Houston sends condolences to the family of former Oilers player and Hall of Fame player, Curly Culp. He died at the cage of 75. Lastly, the International Table Top Tennis Tournament took place in Houston this past week. It was a super success and he wanted to thank everyone who participated.
