DIRECTOR’S REPORT  

Nicole Smothers, Planning and Development Department, reported for Margaret Wallace  Brown that a total of 143 COA’s have been approved to date for 2021; by comparison, there  were 128 COA’s at end of 2020. She approved 12 administrative Certificates of  Appropriateness (COA’s), bringing the year’s total to 112. There were 6 new pre-application  design review requests to staff, for a total of 72 this year.

APPROVAL OF THE OCTOBER 21, 2021 HOUSTON ARCHAEOLOGICAL AND  HISTORICAL COMMISSION (HAHC) MEETING MINUTES 

Commission Action: Approved the October 21, 2021 Houston Archeological and Historical  Commission meeting minutes.  

Motion: Yap Second: Stava Vote: Unanimous Abstaining: None 

A. PUBLIC HEARING AND CONSIDERATION OF AND POSSIBLE ACTION ON  A PROTECTED LANDMARK DESIGNATION APPLICATION FOR THE CARSON-LUCIA  HOUSE AT 3904 BRANDT ST, HOUSTON, TX, 77006.  

The Vice Chair opened and closed the public hearing. 

Motion was made by Commissioner Cosgrove, seconded by Commissioner Sepulveda, to  approve the protected landmark designation for the Carson-Lucia House at 3904 Brandt St., Houston, TX, 77006, and forward to City Council. Motion carried unanimously.  

B. PUBLIC HEARING AND CONSIDERATION OF AND POSSIBLE ACTION ON  A LANDMARK DESIGNATION APPLICATION FOR THE CAMPBELL-MORENO HOUSE  AT 1914 GANO STREET, HOUSTON, TX 77009. 

The Vice Chair opened and closed the public hearing. 

Motion was made by Commissioner Cosgrove, seconded by Commissioner Wiedower  Jackson, to approve the landmark designation for the Campbell-Moreno House at 1914 Gano  Street, Houston, TX 77009, and forward to City Council. Motion carried with Commissioners  Cosgrove, Curry, Wiedower Jackson, Jones and Srinivasan in favor; Yap and Koush opposing,  Stava abstaining.  

Speaker: Saneea Sakhyani – supportive.  

C. PUBLIC HEARING AND CONSIDERATION OF AND POSSIBLE ACTION ON  A LANDMARK DESIGNATION APPLICATION FOR THE MR. & MRS. RALPH M.  HENDERSON HOUSE AT 1419 KIRBY BLVD, HOUSTON, TX 77019. 

The Vice Chair opened and closed the public hearing. 

Motion was made by Commissioner Yap, seconded by Commissioner Cosgrove, to approve  the landmark designation for the Mr. & Mrs. Ralph M. Henderson House at 1419 Kirby Blvd,  Houston, TX 77019, and forward to City Council. Motion carried unanimously.    

D. CONSIDERATION OF AND POSSIBLE ACTION ON CERTIFICATE OF  APPROPRIATENESS APPLICATIONS FOR CONSENT AGENDA 

Motion was made by Commissioner Cosgrove, seconded by Commissioner Stava, to consider  items D-2, D-3, D-5, D-6, D-7, D-8, D-9, D-11, D-12, D-13, D-14 and D-15 together. Motion  carried unanimously.

Motion was made by Commissioner Sepulveda, seconded by Commissioner Curry, to accept  staff recommendations for items D-2, D-3, D-5, D-6, D-7, D-8, D-9, D-12, D-13, D-14 and D 15. Motion carried unanimously. 

D-1. 1233 Rutland St. – Addition – Houston Heights West 

Motion by Commissioner Koush, seconded by Commissioner Yap, to approve the Certificate of  Appropriateness for item D-1, with the condition that the north facing window in the front room  can’t be opened until staff verifies that window opening’s historic existence. Motion carried  unanimously. 

Speaker: Sarah Hannah, applicant – supportive. 

D-4. 3013 Beauchamp St. – Addition – Woodland Heights  

Motion by Commissioner Yap, seconded by Commissioner Koush, to defer the application. Speaker: Sam Gianukos, applicant – supportive.

No action taken. 

D-11. 2101 Lubbock St. – Solar – Old Sixth Ward 

No action taken. 

E. COMMENTS FROM THE PUBLIC 

Vladimar Chemadurov spoke about solar panels on his home. 

F. COMMENTS FROM THE HAHC 

Commissioner Sepulveda asked for information about the solar panel legislative change. 

G. HISTORIC PRESERVATION OFFICER’S REPORT 

Roman McAllen reported on Heritage District Freedman’s Town and Tesla panels.
