A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox David W. At 1:40 p.m., Mayor Turner called the meeting to order and recognized Council Member Alcorn for a proclamation.

Council Member Alcorn presented a proclamation to the Houston Croquet Association recognizing the improvements that have been made to Memorial Park. Accepting the proclamation were John Watson, President of the Houston Croquet Association, John Brown, Vice President of the Houston Croquet Association and George Peters, a member of the Houston Croquet Association.

Council Member Jackson presented a proclamation to Collective Action for Youth honoring Youth Awareness Month and recognizing their work for impacted youth and young adults. Accepting the proclamation were Bradi Lewis, Community Collaboration Coordinator with the Collective Action Youth, Angel Jackson, Project Associate with the Collective Action Youth, Quintavin McGrew,

Council Member Gallegos presented a proclamation to The Orange Show recognizing their 40th Anniversary. Accepting the proclamation were Tommy Pace, Executive Director of The Orange Show and Marilyn Oshman, a Trustee of The Orange Show.

Mayor Turner presented a proclamation to the Houston Police Department recognizing Domestic Violence Awareness Month. Accepting the proclamation were Chief Finner, Carvana Cloud, Julie Pleasant and other members of HPD.

Mayor Turner recognized Council Member Travis for the Invocation and after which he led the Pledge of Allegiance.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

Mayor Turner recognized Council Member Knox for a procedural motion. Council Member Knox moved that the rules be suspended to move Robert Choate to the top of the 3 minute Speakers List and Seconded by Council Member Travis, all voting aye, nays none. MOTION 2021-0570 ADOPTED

Mayor Turner stated that crime has always been the number one priority in the City of Houston. We are spending more on crime and public safety initiatives than on anything else. We are adding more cadets. We are providing more overtime to put more people on the streets. We are providing more money to technology, like shot spotters. We are working collaboratively with all of our partners on the Federal, State and local level. There was just a press conference at 1 o’clock, where they were touting the initiatives collaboratively within the Federal partners and the local levels. The amount of dollars going to Crime Stoppers to put out rewards, has increased exponentially. It is important though for the community to get more engaged to provide the information that is needed. If you have additional ideas, those ideas are welcomed.

Mayor Turner stated to Mr. Drew that he is not familiar with this particular project. All he can do is pass it over to Housing and Community Development Department and ask them to take a look at it.

Council Member Jackson thanked Mr. Drew for his commitment to bringing affordable senior housing in Acres Homes. She thinks that the next step is to refer this to the Housing and Community Development Department because that is where we go when we are needing additional money or CBDG dollars to move these projects forward.

Mayor Turner stated to Ms. Burrell that it is their intent to service every neighborhood. Regarding heavy trash, it is not put out every month. We don’t pick up heavy trash every month. We pick it up every other month and if people put it out every month, more than likely it will be out there until the following month. Heavy trash was not in September, it’s now in October. What they are finding is that people are putting out the heavy trash every single month. The men and women in Solid Waste are working very hard. They are also looking for additional drivers for Solid Waste because we are down about 100 drivers. We don’t want any community to be neglected. They recognize that the system under which we’re currently working is not a sustainable one. They are going to work with her, the civic clubs and the super neighborhoods that are out in that area because they don’t want communities to be plagued by trash.

Council Member Castex-Tatum thanked Ms. Burrell for coming down today and she knows that she has had conversations with her office. Her Constituent Director has sent her concerns to Solid Waste. We are spending close to $100,000 a year picking up illegal dumping and unfortunately Pamela Heights is one of those areas where they are experiencing a lot of illegal dumping. Her HOT team has canvassed her area to help pick up as much as they can but there are trickle down effects. The depositories and bins are full and they are having to wait several days to empty their trailers because of the amount of trash they are picking up in those neighborhoods. They can definitely get her the signs but they just need people in the neighborhood that will put those signs out. If Ms. Burrell is willing to work with her president, they can make sure that the signs will get to her by next week. Council Member Castex-Tatum stated to her that they will reach out to her to give her the signs from Solid Waste.

Mayor Turner stated that we are joined by very special guests representing the Houston Rockets. We know that baseball is still out there front and center but the NBA season has started. The Rockets are going to “Ignite The Excitement” for fans this season and their first game is tonight in Minnesota. Joining us is Gretchen Sheer, Rockets President of Business Operation, Clutch the Bear, the Clutch City Dancers, Sarah Joseph, Community Relations Director and the Rockets Chief Marketing Officer, Julian Duncan. The Rockets play their first game tonight on the road versus the Minnesota Timberwolves and their home opener is Friday, October 22nd at the Toyota Center against OKC. This year’s theme is “Light The Fuse”. The Rockets are ready to blast off on a winning season and that is why he will be declaring Friday as Houston Rockets Day and asking Houstonians to paint the town red by wearing their best Rockets red gear. This year also marks the 75th Anniversary of the NBA. He also wanted to make mention, the Friends of the Rockets have created a special Mayor’s package with tickets starting at $10 and all they have to do is go to Rockets.com or stop by the box office and tell them that you want the Mayor’s special. Let’s light the fuse by packing the Toyota Center on opening night.

Mayor Turner stated that since they are talking about basketball, we didn’t have the basketball game, Mayor’s Team vs. City Council Team, last year because of COVID-19 and he misses beating the City Council Team. So this year they are back on. The Astros came through last night at 9-2 over the Red Sox. Both teams play this evening and they will return to Houston on Friday for game 6. Let’s hope and pray that they prevail tonight. Houston is a sports city and we can show our love and support for all of our sports teams and all at the same time.

Today after City Council, he will join several Council Members at a news conference to announce the City’s free composting pilot program. The goal is to educate Houstonians on the benefit of composting and diverting food waste from landfills. This is something that has been pushed by Council Member Alcorn and he wants to thank Solid Waste as well. Houston residents, businesses and institutions generate approximately 6.2 million tons of municipal solid waste per year. Expanding composting opportunities in Houston aligns with the City’s Climate Action Plan, the Resilient Houston and the Solid Waste Department’s draft long-range plans.

He wanted to introduce Priya Zachariah, the Chief Resilience and Sustainability Officer. She will be joined by Deputy Assistant Chief Director, Laura Patino, who also is here. Priya Zachariah joins them from METRO and this role will streamline their efforts to implement the Resilient Houston and the Houston Climate Action Plans. More details will be included in a news release that will be going out this morning. They look forward to working with her. Last Friday, he announced the appointment of the City of Houston’s new Solid Waste Director, Mark Wilfalk. He has nearly three decades of experience in solid waste resources and environmental management and will join the City of Houston from Tampa, Florida. You will have a chance to meet with him in the next several weeks before voting on his appointment on November 3rd. Mayor Turner wanted to give a huge thank you to Interim Solid Waste Director Carolyn Wright, who has been fantastic. He wanted to thank her for her continued service and for her leadership the past several months in helping to keep the department moving forward in a positive way.

And then, lastly the City’s Annual HEB Thanksgiving Day Parade will be back this year. The 72nd Annual Thanksgiving Parade will take place on November 25th starting at 9:00 a.m., which will feature floats, marching bands, balloons and much more. This year, the Grand Marshall is Peter Hotez and the parade will honor all of the heroes of the pandemic (our doctors, nurses, respiratory therapists, grocery store clerks, stockers, truck drivers and frontline workers). They want to honor them and say thank you to them in this Thanksgiving Day parade. It has been a challenging twenty months and we have so much to be thankful for. He looks forward to seeing Houstonians line the streets of downtown as they celebrate being together on Thanksgiving morning.
