A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn, Randy Zamora, Legal Department, and
Stella Ortega, Agenda Office, present. Council Member Tiffany Thomas absent on personal business.
At 1:45 p.m., Mayor Turner called the meeting to order and recognized Council Member Cisneros for a proclamation.
Council Member Cisneros presented a proclamation for “See to Succeed”, which is a partnership with the Houston Health Department. Accepting this proclamation were Judy Harris, Deputy Director of the Houston Health Department, J.C. King, Program Manager of See to Succeed/Houston Health Department, Dr. Pat Sego, Medical Director of See to Succeed/Houston Health Department, Robert Mansure, President & CEO of See to Succeed/Houston Health Department, Dr. Veronica Mendez of Vision and Clinical Care/Houston Health Department, William Burge, Chair of the Houston Health Board of Directors and Dr. Jenita Reynolds, Doctor of Education and Vice Chair of Houston Health Foundation.
Mayor Turner presented a proclamation for the Mayor’s Hispanic Heritage Award – Lifetime Achievement. Accepting the awarded was Sergio Lira.
Mayor Turner recognized Council Member Evans-Shabazz for the Invocation. Council Member Evans-Shabazz invited Dr. Max Miller, Pastor (Mt. Hebron Baptist Church) and after which Council Member Evans-Shabazz led the Pledge of Allegiance.

Council Member Robinson moved to delay the minutes and Seconded by Council Member Martin, all voting aye, nays none. MOTION ADOPTED
Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

Council Member Robinson stated to Mayor Turner that Mr. Mazoch is one of the most engaged citizens that he’s seen. He is a regular commenter at the Transportation Policy Council and he comes to council meetings to tell Council Members. He comes to the Metro Board meetings and he’s all about coordination and public transit. Council Member Robinson thanked him for coming down here.

Council Member Alcorn stated to Mayor Turner that these bar issues are not going away and she has had some conversations with the City Attorney. She really feels like a coordinated effort is going to be needed from various city departments (Legal, HPD, TABC, Health, ARA, Parking) to get at some of these really top offenders. We need to take a coordinated approach at these bars. She does want to say that the noise ordinance changes are moving along and they are expecting to present something in November to the committee. Council Member Alcorn thanked Mr. Berg for his continuing efforts to highlight these issues and that they are hearing him. Members of Council commented on Mr. Berg’s statement.
Mayor Turner stated that there have been a number of stakeholder meetings and there will continue to be meetings. Chief Finner is very aware and they are trying to take some definitive steps with respect to a lot of the activity taking place outside of those establishments.

Mayor Turner stated to Ms. House-El that he is looking at a note that states she has been contacted by HPW and they are addressing her concerns. Mayor Turner asked if that was true and she stated that isn’t true and they didn’t tell him the full story. They told her that she can’t ask for a zero balance, they would continue to charge her late fees and that she was wasting her time going to the Mayor. They are still forcing them to pay a higher bill then they normally do. Mayor Turner advised that they should be able to address that because the bills went up as a result of Winter Storm Uri. Those bills were adjusted and they did amend Chapter 47 to address a lot of that. He requested her to continue to work with HPW and to let him know what type of feed back that she is getting.

Council Member Pollard stated to Mayor Turner that Ms. Bryant has been diligent in her efforts to express her concerns regarding a contract dispute that she has with a particular prime. She has gone through length to stay in contact with his office, the Mayor’s office and OBO to try to find a resolution. That is why he thinks it’s so important to look at the Contract Compliance Commission and to make sure that it has an avenue for subcontractors. Right now, it’s primarily put in place to allow primes an opportunity to appeal. They really need to create language that will allow primes to have a third party that they can go before an actual Board or Commission for hearings based on their grievances. He also thinks that they need to have contingencies in place for primes. He truly thinks that these specific policies for them to look into to strengthen the MWBE program and to give subcontractors an opportunity to have their grievances held.
Mayor Turner stated that is a conversation that they can certainly have with Council Member Castex-Tatum as well as OBO because the changes, with respect to MWBE’s, all came back before the Economic Development Committee. He stated to Ms. Bryant that he would look into everything that she has presented.

Council Member Pollard stated to Mr. Smith that he did follow up with his granddaughter because she reached out to him. She expressed some of the concerns and told her to continue to follow up with his office because they need to have that information as well. Also, she had some further evidence that she wanted to bring forth. He suggested she go to the District Attorney’s Office, in person, and that would be a great start if she has information that hasn’t been provided. They are going to be the agency that will receive that information so they can continue to investigate.

MAYOR’S REPORT
Mayor Turner stated that he wanted to start off congratulating the Houston Astros for their win over Chicago and now they are preparing to play the Boston Red Sox. With respect to vaccines, he still wants to encourage people to get their vaccines. As of October 10th, 77.4% of Houstonians have received their first dose and 66% are fully vaccinated. The Mayor’s Youth Council started last night and it was good to meet all 19 of them here at City Hall. He’s looking forward to working with them. On Saturday, the Houston Parks Department will host the third, “Love Our Park’s Fest” at Woodruff Park. He is looking forward to being there on Saturday.
Last night was a great affair at the Houston Botanical Gardens with AAMA, with Council Members Cisneros and Gallegos. They are working to design and construct the Latino Cultural Arts Center and he certainly wants to encourage people to look into investing in that project. A lot of talent was displayed last night and it was a great moment. On a sad note, Shawn McLemore had passed away and there will be a celebration of life honoring the Houston gospel artist who died a few days ago. He will be deeply missed by his family and fans. Shawn McLemore, may he rest in peace.
