A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. At 1:34 p.m., Mayor Turner called the meeting to order and recognized Council Member Gallegos for a proclamation.

Council Member Gallegos presented a proclamation to Bob Eury for his four decades of service here in the Downtown community and he will be retiring from all things “Downtown” on October 18, 2021.

Mayor Turner presented a proclamation to Tonya Dubose, Executive Director of Independence Heights, for her commitment to the Independence Heights and the City of Houston as a whole.

Mayor Turner presented a proclamation for the Mayor’s Hispanic Heritage Award – The Youth Activist Award. Accepting the proclamation was David Dzul.

Mayor Turner presented a proclamation for the Mayor’s Hispanic Heritage Award – The Community Activist. Accepting the proclamation was Luis Angel Garcia-Alvarez.

Mayor Turner recognized Council Member Pollard for the Invocation after which he led the Pledge of Allegiance.

Council Member Robinson moved to delay the minutes and Seconded by Council Member Jackson, all voting aye, nays none. MOTION ADOPTED

Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

The Mayor, as presiding officer of City Council, and some Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties. Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. Mayor Turner asked Ms. Rodriguez if she had any conversation with the Harris County Appraisal District? She stated that she did but haven’t heard anything from them.

Council Member Robinson stated to Ms. Rodriguez that there are certain interesting aspects of the survey that warrant some explanation and some understanding. From his read on it, he recommends for her to call the Planning Department to get some help. Which she advised Council Member Robinson that she had already done that.

Mayor Turner stated to Mr. Cato that the leak adjustment request form was received on August 23rd with two credit adjustments. They cannot be applied to a water account during the same period. As a result of the existing winter storm adjustment on the account was reversed in order to apply the water leak adjustment. The difference between the two adjustments, the $223.42

minus the $202.62 comes out to $20.79. They gave the customer a credit of $20.79 and the account currently has an outstanding balance of $50.21.

MAYOR’S REPORT

Mayor Turner stated that we all know Council Member Castex-Tatum is at the Texas Municipal League. They are having a conference in Houston today through Friday. There is about 2,600 people and Council Member Castex-Tatum is President of the TML. On National Night Out, a number of the council members were out, and it was good to see the neighbors out in person which was different from last year because it was pretty much virtual. He had a wonderful time. He had a lot of hot dogs and people were enjoying themselves. Chief Finner and law enforcement and firefighters were out last night.

As of yesterday, the Houston Health Department had just over 2,000 $100 gift cards left, and they provided enough funding for 20,000. He wanted to encourage people to get vaccinated. As of October 3, 65.3% of Houstonians are fully vaccinated, which is good but needs to continue to rise. 76.8% of eligible Houstonians have had their first dose. Today, October 6, is Energy Efficiency Day in the City of Houston and he wants to invite all residents and businesses to join the city in supporting clean energy goals for a more energy efficient future. A news release is going out this morning with more ideas and information that will be helpful to all Houstonians.

Beginning this week, the Houston Fire Department has 9 new pumpers in service. With this acquisition, the HFD’s fleet will now have an average age of 7 years, which is an improvement. The new pumpers are equipped with the latest technology to help firefighters perform their job safely. Some of the features include backup and right size body cameras, intercom and radio system provided through headsets, offering hearing protection and improve the communication. This will bring our total number of emergency vehicle pumpers to 58, which brings us closer to the administration’s goal of standardization.

Next week, will be the State of the City. He will be delivering the 6th Annual State of the City address to reflect on this year’s challenges and celebrate the City of Houston’s successes. This year the event will be held in partnership with Houston First. He’s hoping to join people at the Hilton Americas or tune in at noon on Wednesday, October 13. He wants to acknowledge the hard working staff at BARC. Starting back in July, they took in 7 dogs with distemper issues and they took immediate preemptive measures to isolate the issue. Conditions are much better and BARC is resuming select services after clearing the shelter of distemper. There will be a tour with the media tomorrow and they will highlight adoptable pets as a part of the ongoing “Empty The Shelters” campaign.

The American Advertising Federation has announced their 2021 Mosaic Award winners and they include the Planning Department Director, Margaret Wallace Brown. The Mosaic Awards recognize individuals, companies and agencies whose commitment to diversity, equity and inclusion is evident through their creative work and organization wide initiatives. At 11:00 a.m., he will join the Mayor’s Office of Cultural Affairs and the Houston Arts Foundation for a news conference in the Legacy Room. There will be an announcement about the restructured Adopt A Monument Program, through which funds are raised to provide for the care and maintenance of municipally owned artworks available to the Houston public. They had a rally in front of City all yesterday for the Houston Astros. They are playing the White Socks starting tomorrow and they want to wish all of the Astros much success.
