A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. Council Members Tarsha Jackson and Greg Travis absent on personal business. Council Member Mike Knox absent on City business.
At 1:35 p.m., Mayor Turner called the meeting to order and recognized Council Member Kamin for a proclamation.
Council Member Kamin presented a proclamation to the Gribble Family and the Gulf Coast Regional Blood Center acknowledging their work and highlighting the bravery of the Gribble Family in honor of September’s Childhood Cancer Awareness Month. Accepting the proclamation was Mark Gribble, representing the Gribble family and the Program Supervisor of the Gulf Coast Regional Blood Center, Mike Norman.
Council Member Castex-Tatum presented a proclamation to Raevyn Rogers congratulating her for being a bronze medal winner at the 2020 Olympics. Accepting the proclamation was Raevyn Rogers.
Mayor Turner presented a proclamation for the Mayor’s Hispanic Heritage Award for Education and Art in the Community. Accepting the proclamations were Dr. Cecilia Balli and Ana Maria Martinez.
Mayor Turner recognized Council Member Kamin for the Invocation she invited Laila Bandali with the Ismaili Center and after which she led the Pledge of Allegiance.

Council Member Castex-Tatum moved to adopt the minutes of September 8, 2021 and Seconded by Council Member Robinson, all voting aye, nays none. MOTION ADOPTED
Due to health and safety concerns related to COVID-19, this meeting will offer the options to participate by videoconference or in-person. The meeting will be open to the public but restrictions regarding masks, allowable room capacity, and seating arrangements may be in place.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. Council Member Robinson advised that Mr. Van Arsdel is a friend of his and they go to church together. He’s heard about his story in his office and is sympathetic. Mr. Van Arsdel has explained the story quite well and he‘s looking forward to seeing what they can do to help him.
Council Member Pollard stated to Mr. Van Arsdel that it shouldn’t take him coming down here to speak to them. If this situation happened back in July and the only thing that is holding it up is providing a number of a truck they can readily identify, based on his street and the route and the scheduling, we have to do a better job about ensuring that we do all that we can to make sure that the citizens and the residents of Houston don’t have to come down here on petty matters to get things resolved. In something like this, he‘s is appalled that it has to get to this point. He thanked Mr. Van Arsdel for coming down here and bringing it to their attention. He is sure that the Mayor and his Administration will jump on it.

Council Member Evans-Shabazz stated to Mr. Smith that she‘s been a long time friend and Koffey was her student. She is going to implore the police department to do a full investigation and if there is anything she can do to help facilitate a fair and just investigation, she will certainly be available to him. She offered her sincerest condolences to him and his family.
Council Member Castex-Tatum gave her condolences to Mr. Smith about his son but she does have a question because he made a comment that she doesn’t understand. The comment was, ”that them rehabbing Bellfort Park was part of a coverup.“ She wanted to express to him that the rehabbing of Bellfort Park, had nothing to do with a coverup of any crime. She is clammering for rehabs in the district and that was one of the very first ones that was done with the Harvey funds and they are very proud of the rehab that happened at that location. Many of those residents would have been displaced if they would have sold that property or if something else would have happened there had it not been done. For many of those people, they would not have been able to go into another location to live. This was a very important project for them in the district and in the city. She does want to see what they can do to help find out what happened to his son or if there has been some type of investigation because this is the first time she’s heard about this. She wants to help navigate in getting some answers.
Mayor Turner offered to Mr. Smith his condolences for his son and he thinks the best thing that we can do is to make sure that HPD does a very thorough investigation. And this is not just HPD, but also the Harris County District Attorney‘s Office because they determine whether or not charges should be filed.

Mayor Turner stated to Mr. Pettitt he has gotten in the middle of this situation and taken a look at different proposals because of the CBA and the City of Houston on behalf of the different communities and the interests in this city. Hopefully we can come to a conclusion on this topic soon.
Council Member Evans-Shabazz stated to Mr. Pettitt that he has gotten some information from the group to see if we can get some things implemented into the CBA so it can be in aligned with the needs of the Third Ward community. She is happy that the Mayor is listening and open to those opportunities. She’s sure that there are other speakers, but she has spoken publicly that she does believe that the Third Ward community needs to have some substantive input into the CBA.

Council Member Kamin stated that she wanted to give additional background. She also wanted to thank Mr. Lucey for working with her office. DON, her office, the chief arborist, and the Parks Department have all been out and all have been working with Mr. Lucey trying to come up with a solution. She appreciates Mr. Lucey agreeing for the City to remove the gravel portion of his driveway so that the city can repair the rest of the sidewalk path. She does know that city departments have recommended an option and that’s for Mr. Lucey to have some of the roots capped that his property isn’t interfered with anymore especially given he’s already invested so much. But they are still trying to look at other solutions.

MAYOR’S REPORT
Mayor Turner stated that the Houston Health Department has started offering Pfizer booster shots to people who qualify under the CDC guidelines, they can call (832) 393-4220 or visit houstonemergency.org to find a nearby free site or to make an appointment to get your booster shot. In terms of the vaccination numbers for eligible Houstonians from 12 and above, 76.1% of Houstonians have received their first dose and then 64.4% are fully vaccinated. The positivity rate is 13.8% and then the hospital numbers in the City of Houston have come down from about 2,800 to about 1,600. It’s trending in the right direction and we need to keep bringing those numbers down. The county vaccination incentive program is ending this week, but the city’s vaccination incentive program is $100.00 for the first shot and $50.00 for the second shot and that program is continuing. They provided enough funding for 20,000 and up to this point, about 14,000 people have participated.
With respect to the Houston Harris County Emergency Rental Assistance, thousands of Houstonians are still struggling with the fear of evictions because of the pandemic. Recently, another $86 million was added to the Houston Harris County Emergency Rental Assistance program. The new funding was expedited from the federal government because of how fast the local program has been disbursing its original funds to help families in our region. This Thursday, people can get free legal aid and real time help to apply for rental assistance and avoid evictions because of the pandemic. The event is Thursday, September 30th from 3:00 p.m. to 7:00 p.m. at the Bridge Church in southwest Houston, at 14,880 Bellaire Boulevard.
Mayor Turner congratulated Houston Public Works for receiving an Asphalt Art Initiative grant from Bloomberg.org. It’s a $25,000 grant for the Gulfton Safe streets. The collaborative program helps to fund creative art and design projects to improve street safety, revitalize public spaces and engage community residents.
He is looking forward to supporting the Houston Women’s March, which will bring together women and allies for a peaceful walk and rally on Saturday. Participants will walk from Discovery Green to City Hall to raise awareness of some recent state laws that have restricted women’s rights. Speakers will include television host, producer, author and activist, Padma Lakshmi, Top Chef, television personality and author, Gail Simmons, Executive Director of The George Floyd Foundation, Shareeduh Tate and Harris County Judge Lina Hidalgo. He will be taking part in the opening ceremony for the Susan G. Komen Race for the Cure on Saturday. It’s the largest gathering of breast cancer advocates, volunteers, survivors and supporters in Houston. Lastly, Tuesday, October 5th is National Night Out in Houston. Chief Finner and police officers will be out in various neighborhoods to discuss crime prevention and build stronger relationships with the public.
