Margaret Wallace reminded the Commission that the September 23, 2 pm meeting is planned to be an in-person meeting, with hybrid/virtual options for the public. She reported that the Appeals Board meets September 13 at 9 a.m. on two items; 7806 Santa Elena St., regarding front door/entrance way, and 215 Bayland St., for solar panels. She also reported approving 12 administrative Certificates of Appropriateness (COA’s), bringing the year’s total to 77. There were 11 new pre-application design review requests to staff, for a total of 53 this year.

Motion was made by Commissioner Jones, seconded by Commissioner Curry, to accept staff recommendations for items A-1, A-2, A-3, A-4, A-5, A-6, A-7, A-8, A-9, A-10, A-11 and A-12. Motion carried unanimously.

A-13. 208 E 8th St Alteration - Siding or Trim - Houston Heights South Motion by Commissioner Jones, seconded by Commissioner Sepulveda, to deny the Certificate of Appropriateness for item A-13 and issue a Certificate of Remediation, to reinstall original wood siding and lace in new wood siding to match on the west elevation. Motion carried unanimously.

B. COMMENTS FROM THE PUBLIC

Vice Chair Bucek spoke about renewing badges.

D. HISTORIC PRESERVATION OFFICER’S REPORT

Roman McAllen reported that:

• The proposed Brunner-Harmonium Historic District was presented to the Quality of Life Committee last week. The committee expressed enthusiastic, unanimous, support. It will proceed to City Council within the next few weeks.

• The Office of Preservation attended 2 meetings on consecutive Saturdays in Pleasantville. The first was hosted by State Representative Harold Dutton. That meeting and one last Saturday, organized and hosted by our office along with Mary Fontenot, had 30 to 50 neighborhood residents in attendance. Those in attendance expressed nearly unanimous support for designation as a local district.

• Based on our conversations with the Texas Historical Commission, one of their representatives has told our team that they have deemed all of Pleasantville eligible for listing on the National Register of Historic Places. This would have a direct impact on the reconstruction work funded by the General land office (GLO), as all work will have to adhere to the Texas Historic Commission (THC) standards and should support the neighborhood's deed restrictions. We are seeking confirmation this week.

• Kick off meeting was held with SWCA, the Office of Preservation, the City’s Economic Development Office and the Freedmen’s Town Conservancy, regarding the Freedmen’s Town Historic Preservation Incentive Plan.

• Final round of input is happening for design guidelines for Old Sixth Ward, Woodland Heights, and Norhill Historic Districts.
