CHAIR’S REPORT

Minnette Boesel spoke about the Texas Supreme Court voting in favor of the Houston Preservation ordinance. Also, she commented about Commissioner Curry speaking at staff’s Glenbrook Valley educational workshop on June 24.

DIRECTOR’S REPORT

Margaret Wallace Brown commented about City-wide and Freedmen’s Town Heritage District creations, and the upcoming Glenbrook Valley workshop.

MAYOR’S LIAISON REPORT

Marta Crinejo, Mayor’s Liaison spoke about the Brent landmark and the William H. Curtain House, a protected landmark, which are going before City Council soon.

Commission action: Approved the May 20, 2021 Houston Archaeological and Historical Commission (HAHC) meeting minutes.

A. PUBLIC HEARING AND CONSIDERATION OF AND POSSIBLE ACTION ON A PROTECTED LANDMARK DESIGNATION FOR THE ELDORADO BALLROOM AT 2310 ELGIN STREET, HOUSTON, TX 77004.

The Chair open and closed the public hearing.

Motion by Commissioner Wiedower Jackson, seconded by Commissioner Jones, to approve the protected landmark designation for the Eldorado Ballroom at 2310 Elgin Street, Houston, Tx 77004, and forwarded to City Council. Motion carried unanimously.

B-1. 1202 Ashland St – Alteration - Addition – Houston Heights West Motion by Commissioner Jones, seconded by Commissioner Stava, to defer application per the applicant’s request for item B-1. Motion carried unanimously.

B-9. 3215 Morrison St – New Construction - Single Family Residential – Woodland Heights

Motion by Commissioner Collum, seconded by Commissioner Sepulveda, to deny the Certificate of Appropriateness for item B-9. Motion carried unanimously.

B-10. 3215 Morrison St – New Construction - Garage or Carport – Woodland Heights Motion by Commissioner Srinivasan, seconded by Commissioner Jones, to defer the application for item B-10. Motion carried unanimously.

B-14. 615 Bayland Ave – Alteration - Siding or Trim – Woodland Heights Motion by Commissioner Srinivasan, seconded by Commissioner Stava, to deny the Certificate of Appropriateness for item B-14 and issue a Certificate of Remediation for work completed. Motion carried unanimously.

Motion carried with Commissioner Stava opposing and Commissioner Sepulveda abstaining.

Motion by Commissioner Srinivasan, seconded by Commissioner Curry, to approve the Certificate of Appropriateness for item B-19. Motion carried with Commissioner Stava opposing.

D. COMMENTS FROM THE HAHC

Commission Wiedower Jackson commented that some Foundations that normally support historic preservation feel that the City of Houston does not support preservation.

Chair Boesel and Commissioner Wiedower Jackson mentioned that the Astrodome Conservancy has an online Future-dome survey available, to submit feedback about the Houston Astrodome.

Commissioner Srinivasan asked about details for Commissioner Curry’s talk on Thursday about Glenbrook Valley and Mid-Century Modern Architecture.

E. HISTORIC PRESERVATION OFFICER’S REPORT

Roman McAllen announced one new landmark having been approved by City Council, being the Pitrie House at 3347 Reeves Street; and three protected landmarks, being 1908 Decatur; the Louis White Grocery at 4101 Lyons Avenue, and the Proebstle-Whorton House at 911 Woodland. He also mentioned Monday’s Glenbrook Valley appeal, and reported that the Director had approved 9 administrative Certificates of Appropriateness (COA’s), which are in addition to the items considered earlier today. He commented that there were 14 new pre application design review requests to staff, and thanked staff for their hard work.
