A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Pro Tem Dave Martin presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. Council Member Sallie Alcorn absent on personal business. Mayor Turner absent.

At 1:40 p.m., Mayor Pro Tem Martin called the meeting to order and recognized Council Member Kamin for a proclamation and stated that Mayor Turner will be joining the meeting shortly.

Council Member Kamin presented a proclamation to Plumbers Local Union #68 to recognize their service during Hurricane Uri and always helping communities in need. Accepting the proclamation was Chato Woodard.

At 1:43 p.m., Mayor Turner joined the meeting.

Council Member Evans-Shabazz presented a proclamation to Alfreda’s Soul Food Restaurant to recognize their 57 years of service to the Third Ward community. Accepting the proclamation were the owners of Alfreda’s Soul Food Restaurant, Troy and Marguerite Williams.

Mayor Turner recognized Council Member Martin (on behalf of Council Member Alcorn) for the Invocation after which he led the Pledge of Allegiance.

Due to health and safety concerns related to COVID-19, Tuesday’s meeting will be conducted virtually via Microsoft Teams, a web-conferencing platform and streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html)

In the interest of public health and safety, members of the public may only participate virtually in accordance with the Governor’s orders. In the interest of public health and safety, members of the public may only participate virtually in accordance with the Governor’s orders. Members of the public may call in Wednesday via teleconference at (936) 755-1521; Conference ID# 168 898 729#, however no public comment will be allowed.

On Wednesday, if the Governor’s order is not extended, the public meeting location will be City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002, and the Mayor, as presiding officer of City Council, and other Council Members will be physically present. Other Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code applicable to a governmental body that extends into three or more counties.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

Mayor Turner stated to Mr. Cooper that this is not about trying to hurt the homeless at all. This is trying to find the best fit for everyone that‘s involved. He’s offered, for example, to feed them in an indoor facility with tables and chairs. He‘s also offered another location. What has never worked is having this being done at the library which discourages families and their children from attending the library. This is to find the best place for this activity and he will work with anybody, this organization, and churches, to have the feeding done and would work to assist them there at that location.

Mayor Turner stated that he wanted to add that in the last seven months, they have successfully housed at least 6,000 homeless people in the City of Houston. The initiative between the City of Houston and Harris County is working. He is very pleased with that initiative because ultimately you want to put everybody into supportive, wrap around housing.

Council Member Kubosh stated that he appreciates all of the speakers coming today. He knows it’s a very sensitive issue. He knows that there are areas around City Hall and the library that would possibly be available such as Sam Houston Park. There are a lot of places there and he hopes that they can come up with some type of solution.

He noted the address and they will work even harder to do a better job. He does appreciate Mr. Emmanuel for bringing it to their attention.

Council Member Jackson stated to Mr. Emmanuel that she is the Council Member for that area and he is more than welcome to reach out to her office.

MAYOR’S REPORT

Mayor Turner stated the delta variant is still running high and hospital rooms are full of COVID patients. He got a text message from Bill McKeon from TMC and he says that this is one of the roughest periods right now. Again, he wants to encourage people and for City of Houston employees to get their vaccines. Director Cheeks sent him an email yesterday that the number of municipal employees that are sick with COVID is 163, which has gone up. The number of HPD officers who are sick with COVID is 125 and the number of firefighters is at 52. The total is 340. He wants to encourage City employees to wear their mask especially when you’re inside. He’s also strongly encouraging you to get vaccinated. If the numbers continue to climb up, he is going to do more than encourage. Immediately after the incentive program was implemented, the number of people being vaccinated started going up. The incentive program is working. He wanted to remind people with the first shot, if you are in Houston there is a $100.00 gift card and then on the second shot, they get $50.00. Please get the vaccine. It does work.

Our collective thoughts and prayers go out to the people in Louisiana, for those who are there and for those that have traveled outside of Louisiana, for the time period in which it will take to get their power back on. He really wants to lift the State of Louisiana up. He does want to acknowledge people who have provided support and he knows that the City of Houston is working with the Lakewood Church, Gallery Furniture and working with the National Association of Christian Churches and he really wants to highlight them because they have the capacity to house, feed, and provide showers to anywhere from 500 to 1,000 people. As of last night, they had about 250 to 300 people there. The National Association of Christian Churches has really stepped up working in collaboration with the Red Cross. For those who need a place to stay and food, the National Association of Christian Churches is located at 16880 Central Green Blvd. He also wanted to acknowledge Kroger because they are partnering with them as well. They will be providing trucks of food and supplies to people in Louisiana as soon as the roads clears. There are several Houston Firefighters who are in Louisiana as we speak. Mayor Pro Tem Martin and Council Member Robinson will be heading to Louisiana tomorrow and he asked them to represent the City of Houston. He wanted to thank them both.

Mayor Turner stated they have dealt with the water and wastewater rates a few months ago and based on the rate study on July 23, 2021, Council adopted Ordinance 2021-0515 to authorize their position for new rate charges and fees for water and wastewater services based on an effective date of September 1, 2021. Also, Council authorized the Director of Houston Public Works by September 1, 2021 to revise the study and to adjust the rates downward as appropriate while maintaining the implementation schedule authorized by Council.

Today, the Legislature passed a number of bills but as of September 1, 2021, the permitless carry law goes into effect in this State. Most people will be able to carry handguns in public without going through training or having to get permits. H.B.1927 does not, however, prevent City of Houston from regulating when employees can carry a handgun while at work and the policy remains the same. People may be allowed to have firearms when they come, for example, to City Hall but in the absence of meetings, you can’t have guns in Council Chambers.

And lastly, on a sad note, on Monday, a Fleet Management employee died in a work-related accident. On behalf of the City of Houston, he extends his condolences to the family of Manuel Castillo. He was a seasoned mechanic who had been with the department since 2006 and most recently serving as a Level III Mechanic, the highest skill level recognized by the City of Houston. He was highly regarded by his supervisors and coworkers, alike, and will be missed by the Fleet Management Department and the City of Houston. Again, he wants to lift up the family of Manuel Castillo.
