At 1:35 p.m., Mayor Pro Tem Martin called the meeting to order and recognized Council Member Kubosh for a proclamation.
Council Member Kubosh presented a proclamation to Jack Yates High School Class of 1991 to celebrate their 30th Anniversary Reunion. Accepting the proclamation was Candice Brooks and representatives from the Class of 1991.
Council Member Alcorn presented a proclamation to Cindee Klement for bringing attention to the environment concepts through her art and sculpture symbiosis.
Council Member Knox presented a proclamation to Sonya Ray-Pope (Mimi) to recognize her work in the community.
Council Member Kamin presented a proclamation to Rabbi Barry Gelman to celebrate his 18 years of service with the United Orthodox Synagogues.
Mayor Pro Tem Martin recognized Council Member Thomas for the Invocation. Council Member Thomas recognized Pastor Kenneth Levingston (Jones Memorial United Methodist Church) for the invocation after which Council Member Thomas led the Pledge of Allegiance.

Mayor Pro Tem Martin stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. On August 23rd, Houston Public Works reached out to her and Mrs. Martin to offer assistance and offered to provide a list of fence violations within her respective area. He knows that she gave them 7214 Apache or 7216 Apache. Once she provides additional addresses, Houston Public Works will research the status of the enforcement for the applicable fence violations and then will follow up with her and Mrs. Martin.
Council Member Jackson stated to Ms. Gunter that they will be working with her on this. She just got the ordinance that Ms. Gunter was speaking about. They are here to support her and make sure those things are addressed.

MAYOR’S REPORT
Mayor Turner stated that school has started and the focus is in-person learning, which he very much supports. A number of our kids got behind last year because they weren’t having in-person learning. He encourages people that are 12 and up to get vaccinated and he encourages people to wear their mask. This is just another reminder that Super Saturday Vaccination Day is coming up and they are partnering with a number of area school districts. This weekend, they will be working with 17 area school districts and the Harris County Health Department, as well.
Regarding the Haiti Relief Effort, it’s still ongoing. There is a tremendous need in Haiti. As you know, more than 2,000 people lost their lives on August 14th due to the earthquake. There are a lot of families, especially children, that are in need of assistance. Now through Saturday, they are asking for things like bottled water, diapers, cleaning supplies, especially those with bleach, pet food, hygiene items and dry goods. Those items are being collected at the warehouse on the north side with the National Association of Christian Churches. They are the ones providing it. For city employees, there are places in the City Hall Annex. They are trying to collect as much as possible and they are working with organizations in Haiti in making sure those supplies get to where they’re needed most. He is encouraging people to be generous and contribute again. The address for people wanting to take their supplies is 16680 Central Green Boulevard.
Mayor Turner stated for us to continue to be mindful with everything that’s taking place in the city right now. Four years ago today, Hurricane Harvey landed on the shores of Texas, dumping over 52 inches of rain upon our city and region. Hurricane Harvey was a defining moment for Houston. We are building forward in the right way for a stronger and more resilient city that is prepared to withstand the challenges of the future. To do it right, it takes precision, partnership and thoughtfulness. And as we navigate the challenges that our region continues to face, from hurricanes to winter storms to health crises, we have not stood still. Despite complicated and bureaucratic processes involving extensive reviews, procurement rules, acquisition delays, and environmental regulations, the City continues to move forward with our partners and our own resources. Are we safer today than we were four years ago? The answer is yes. In four years, we have invested $780M in infrastructure repairs from local funding for fully completed projects: 42 Capital Improvement Projects and an additional 9 that are in construction, totaling $501M in total investments in drainage; 124 Local Drainage Projects totaling over $21M by the end of the Fiscal Year, an additional 40 projects will be completed. These projects are less than $3M in costs and are usually delivered at a faster pace. 124 SWAT projects have been constructed totaling $34.7M; an additional 18 are in construction or in design to be completed by the end of this Fiscal Year, bringing the total number of projects to over 142. 6 large-scale TIRZ inter-agency projects have been completed, exceeding $33M, and 3 more are in construction, adding over $76M in investments for drainage infrastructure. 10 properties have been acquired for detention at a cost of $70.5M and resulting in 357.6 acres of added detention. $120M combination funding of Federal and State funds resulting in the dredging of 3M cubic yards of sand/sediment from the west fork of the San Jacinto River and Lake Houston. The City is also protecting housing investments through individual home mitigation strategies utilizing the FEMA Flood Mitigation Assistance Program; $66.1M to elevate over 260 homes since Harvey and many more homes are in the planning stages for future funding; We continue to invest in our nature-based infrastructure for a holistic and integrated drainage system. 30 green stormwater infrastructure projects were implemented in 2020. With the launch of 3 out of the 4 incentives for green development, we expect this number to increase every year as we combat flooding at every scale. To continue to be protected, we must ensure we develop policies that enable us to be prepared for the future. Since Hurricane Harvey, those policies include updating Chapter 19 regulations to build higher, adopting new rainfall data and new detention rates as a result of NOAA Atlas 14 increased precipitation estimates, and strengthening and establishing our international relationships to collaborate on water-related challenges. Knowing that City coffers cannot fund all of the needed projects, we continue to seek and have received funding for $57M in direct allocation for local infrastructure projects from CDBG Mitigation grant funding, $300M from FEMA Hazard Mitigation grant funds for regional detention and flood damage reduction projects (Inwood, Lake Houston Dam, North Canal, TIRZ 17), $50M in State grant funds for additional dredging of Lake Houston, $32M in State subsidized loans and grants for 2 flood damaged reduction projects, and $23M in CDBG-DR funds for infrastructure planning recovery and resilient projects.
The Recovery Office will present a 4-year anniversary report to City Council in the coming weeks, including a comprehensive overview of recovery, hazard mitigation, and housing. In four years, we have made investments in our infrastructure. We have strengthened partnerships. We have released the Resilient Houston and Climate Action Plan to better prepare and mitigate with a focus on equity in our Complete Communities, to ensure that the most vulnerable are at the center.
He recognizes the importance of infrastructure and the valuable role engineering plays in climate adaptation. I am in support of the ASCE and Stimson Center’s declaration for Climate Resilient and Sustainable Infrastructure. It calls for making climate resilience a priority; avoiding climate related disasters that harm the lives of the most vulnerable, like Harvey; advancing innovation in infrastructure projects, and achieving our climate goals. Houston is not alone in its vulnerability to climate disasters.
As Chair of the Resilient Cities Network, Climate Mayors, and African American Mayors Association, I know that Mayors have a special responsibility to better prepare our communities and enable them to build back better when disasters strike. We need to set a much higher bar for our infrastructure.
Houston is a City moving forward. We are a City of doers and we move and build forward. We will continue to do so. He wanted to thank Stephen Costello, Carol Haddock, Laura Patino and the entire team that have been involved to help move the city forward.
