A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Pro Tem Dave Martin presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. Mayor Sylvester Turner absent on personal business.

At 2:00 p.m., Mayor Turner called the meeting to order and recognized Council Member Robinson for the Invocation.

Council Member Robinson recognized Reverend Deacon Jack Karn (Palmer Memorial Episcopal Church) for invocation after which Council Member Robinson led the Pledge of Allegiance.

Due to health and safety concerns related to COVID-19, this meeting will be conducted virtually via Microsoft Teams, a web-conferencing platform and streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html)

On Wednesday some Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code that have not been suspended by order of the Governor, and some Council Members will meet in-person in the City Hall Council Chambers, 901 Bagby, 2nd Floor, Houston, Texas 77002.

In the interest of public health and safety, members of the public may only participate virtually in accordance with the Governor’s orders. Members of the public may call in to listen to the meeting, and public comment will be allowed on Tuesday during the public session portion of the meeting via teleconference at (936) 755-1521; Conference ID# 621 042 42#. Mayor Pro Tem Martin stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. Mayor Pro Tem Martin stated to Mr. Taylor that there have been a litany of information that has been going back and forth between him, the GLO and the City of Houston dating back to October of 2019. It seems with him reading through the notes, there were at least eight or nine statement of works issued and now it’s higher than that. Mr. Henderson, his builder, provided a revision to build the home and reading through the notes it didn’t comply with the program requirements and Mr. McCasland suggested that he contact the GLO.

Council Member Kamin stated that she doesn’t know the specifics on this situation but it flags the bigger issue that the City of Houston has with the GLO. The GLO tried to elimate the homeowners reimbursement program completely, while taking back ownership of the Homeowner Recovery program as a whole. We had to fight tooth and nail to be allowed to continue some of our programs.

Council Member Kubosh stated to Mr. Murray that he has been the eyes and ears for what goes on at the Municpal Courts. His statement today has stirred him up and he will be reaching out to him in the next week or two.

Council Member Travis stated that Ms. Berry has put forth a very succinct argument. She talked about the problems and solutions.

Council Member Gallegos stated that this was a comment for the previous speaker when he said this is a cultural issue and he knows that Mayor Parker had said the same thing. It’s economically disadvantaged neighborhoods that don’t have the means to spay and neuter their pets. It’s been proven over and over again, which he and Council Member Cisneros have given $10,000.00 every year to the “Big Fix.” When he goes out there, there are long lines of pet owners wanting to get their pets spayed and neutered. So, if the City can provide low cost spaying and neutering, it

will be a big help in regards to bringing the pet population down.

Council Member Travis stated to Mr. Harvey that he appreciates his comments. He thinks that he made a good point when he mentioned the lack of communication between BARC and its donors and volunteers. He thinks it‘s been a problem for some time. He thinks that they are starting to see some light. We have some good people at BARC but unfortunately we have some bad leadership. We’re seeing some changes and he‘s hoping the issues that he commented on will be rectified in the upcoming months. He knows it takes time to make all these changes and we have to give them a chance. We still have to keep pressure on making the changes.

MAYOR’S REPORT

Mayor Turner stated that he has implemented a mask-up policy for City employees. On Friday of last week, he had his meeting with his directors and we had about 40 cases. On Monday, that number jumped up to over 70 cases. He has the responsibility to make sure that we protect the safety of our employees. Three weeks ago, we had about 500 people in our area hospitals and this morning, it’s now 1,624 and rising. If you are indoors and around people, you are required to mask up. This is until we can get on top of this and this plateaus. He is still encouraging people to get vaccinated and asking the Council Members to ask the people in their districts to get vaccinated. There is a press conference later on today with some of the area superintendents because school is around the corner.

The Back to School Fest is August the 14th and that will be a drive thru from 8:00 a.m. to 4:00 p.m. or while the supplies last at the NRG yellow lot. He wanted to commend Susan Christian and Special Events for taking the lead. He wanted to thank Shell for underwriting this again and wanted to thank so many others who are going to be participating. Congratulations to all of the Olympians, especially those from the Houston area. The LBJ statue unveiling will be this coming Friday. He wanted to extend prayers and well wishes to Chief Finner and his family. They will be burying his mother later this morning. He wanted to lift up Chief Finner and his family as they prepare to celebrate the life of their mom.
