a. 38THCDD recommends Council approval of an Ordinance authorizing a Second Amendment extending an Agreement between the City of Houston and Houston’s Capital Investing in Development and Employment of Adults (Capital IDEA), and providing up to $200,000.00 in CDBG funds for workforce development, education, and case management to low-to moderate-income individuals. b. 38THCDD recommends Council approval of an Ordinance authorizing a Subrecipient Agreement to the Contract between the City of Houston and the AIDS Foundation Houston Inc. to provide up to $1,100,000.00 in Emergency Solutions Grant – CARES Act (ESG-CV) funding to provide housing and supportive services to a minimum of 30 unduplicated individuals experiencing homelessness. 21T38T 21T38T (All Districts)
c. HCDD recommends Council approval of an Ordinance authorizing a First Amendment to the Subrecipient Agreement between the City of Houston and SEARCH Homeless Services (SEARCH), to provide up to $702,000.00 in ESG-CV funding to support 103 employees engaged in face-to-face client service delivery. d. 38THCDD recommends Council approval of an Ordinance authorizing a First Amendment to the Contract between the City of Houston and the Coalition for the Homeless of Houston and Harris County (The Coalition), providing $1,600,000.00 in ESG-CV funds for homeless outreach activities. (All Districts)
e. 38THCDD recommends Council approval of an Ordinance authorizing a Second Amendment to the Subrecipient Agreement between the City of Houston and the Houston Housing Authority, providing an additional twelve (12) month extension and up to $4,750,000.00 in ESG-CV funds, for the administration and operation of the COVID-19 financial assistance program. f. 38THCDD recommends Council approval of an Ordinance authorizing a First Amendment to the Contract between The City of Houston and Family Endeavors, Inc. to revise the existing budget without adding additional funds. The Amendment will reallocate $181,455.25 within the existing CDBG-CV budget for temporary financial assistance for diversion clients. Additionally, the budget will increase the number of case managers to support ongoing Rapid Rehousing clients. (All Districts)
g. 38THCDD recommends Council approval of an Ordinance authorizing a Second Amendment to the Contract between the City of Houston and Goodwill Industries of Houston (Goodwill), providing up to an additional $175,000.00 of federal Housing Opportunities for Persons with AIDS (HOPWA) funds to finance the operation of a job services program with supportive services for a minimum of 250 low-to-moderate households affected by HIV and AIDS. 21T38T 21T38T(All Districts)

The de appropriated $33,434,885.00 will be simultaneously appropriated to AHDP Large Tract Development. The Affordable Home Development Program (AHDP) Guidelines were adopted by City Council on September 1, 2021 to establish the AHDP for Large Tract Development. (All Districts)
