A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh and Sallie Alcorn; Randy Zamora, Legal Department, and Marta Crinejo, Agenda Director, present. Council Members Tarsha Jackson and Letitia Plummer absent on personal business.

At 1:50 p.m., Mayor Turner called the meeting to order and recognized Council Member Evans-Shabazz for a proclamation.

Council Member Evans-Shabazz presented a proclamation to Dr. Phyllis J. Morgan and recognized her great work for the less fortunate citizens of Houston with her non-profit organization, One Tooth at a Time. To accept the proclamation was Dr. Phyllis Morgan.

Mayor Turner recognized Council Member Castex-Tatum for the Invocation after which she led the Pledge of Allegiance.

Council Member Kubosh moved to adopt the minutes for June 29-30, 2021 and July 7, 2021 and Seconded by Council Member Robinson, all voting aye, nays none. Council Members Thomas and Pollard absent. MOTION ADOPTED

Due to health and safety concerns related to COVID-19, this meeting will be conducted virtually via Microsoft Teams, a web-conferencing platform and streamed as usual on the City’s website (https://www.houstontx.gov/htv/index.html)

Facebook site (https://www.facebook.com/pg/HoustonTelevision/videos/) and the municipal channel on public television. On Wednesday some Council Members will be participating by videoconference in accordance with the provisions of Section 551.127 of the Texas Government Code that have not been suspended by order of the Governor, and some Council Members will meet in-person in the City Hall Council Chamber, 901 Bagby, 2nd Floor, Houston, Texas 77002.

In the interest of public health and safety, members of the public may only participate virtually in accordance with the Governor’s orders. Members of the public may call in to listen to the meeting, and public comment will be allowed on Tuesday during the public session portion of the meeting via teleconference at (936) 755-1521; Conference ID# 149 622 555#. Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. When their name is called, press *6 to unmute themselves. They may only speak when recognized and to please note that if they speak during the meeting and he hasn’t recognized them, he will have to mute and/or remove them off the call.

Mayor Turner recognized Council Member Kubosh for a procedural motion. Council Member Kubosh moved that the rules be suspended for the purpose of moving Doug Smith to the top of the speakers list for one minute and Seconded by Council Member Knox, all voting aye, nays none. Mayor Turner stated to Mr. Smith that he normally wouldn’t respond to him but he doesn’t take likely to personal attacks and he is not vindictive to anyone. He does appreciate his comments and respect his right to speak but he does disagree with Mr. Smith on every single point.

Council Member Kubosh stated to Mayor Turner that he believes that voting delayed is voting denied. We have an entire legislature that stalled because people have concerned themselves with the right to vote and they have broken quorum. He believes that it’s important that we not disenfranchise voters who sign a petition. Who will want to sign one in the future if the votes aren’t

counted in a timely manner and put on the ballot. He is in favor of petitioning your government and the right to vote. He didn’t sign the petition that he is speaking of but has signed others. He still believes that any group that petitions us, we should move quickly on it. Out of the 11 district Council Members, only 7 of them last election, didn’t receive 20,000 votes and yet they are sitting on council. In this petition at least 20,000 voters have signed it. He doesn‘t want voting delayed as he sees it as voting denied.

Mayor Turner stated to Ms. Murchinson that they will simply assist so as not to duplicate her efforts already. Since she already has a contact person with FEMA and Booker Morris, with Sheila Jackson Lee’s office, he will have one of his people to reach out to them, on her behalf. In that case, it would be Janice Weaver, who is familiar with Sheila Jackson Lee’s office.

Council Member Evans-Shabazz stated to Ms. Murchinson that she will also reach out as well, in hopes of getting some movement on her behalf.

#6 - ERICA HUBBARD – No Address – 832-704-6697 – New 311 System.

Mayor Turner stated to Ms. Hubbard that Google Play approved the app today and that it will be up tomorrow. Then, at her suggestion, the 311 is adding, for example, illegal dumping to the front page of the app and website. That will take customers directly to that SR type and the virtual agent, bypassing earlier questions and reducing the time it takes to create an illegal dunping request. This is a new system, so give them a little time to work out all the glitches in it. It is intended to expedite and make it more efficient. There are things to be worked out but this is a brand new system. He is going to ask the team to stay in communication with her and with others as they gravitate to this new system. If she doesn’t see any improvement between now and next week, please call them back to let them know.

Mayor Turner stated to Mr. Peters that he agrees with him and it’s a false choice and was intended to be a false choice. It’s not about if we don’t do what TXDOT wants us to do, that they can take their money. Mayor Turner wanted to state to TXDOT and everyone else, it’s not TXDOT‘s money. Most of these dollars are federal dollars. It’s not about taking the dollars that was for this I-45 project and putting it somewhere else in the state of Texas. It doesn‘t necessarily go that way. It’s not about TXDOT saying you’re going to let us build it as we want to build it or they take our marbles and go some place else. There is a right way to do this and if it’s done right, it could be transformational. Mayor Turner intends to reach out, again, to Secretary of Transportation and to make it very clear with TXDOT and the State of Texas, that they don’t have the freedom to take federal tax dollars some place else if the people, in this region, are objecting to the way they are proposing to do it without trying to compromise in a positive way.

Council Member Travis asked Ms. Leedy some questions concerning BARC and allowed her to finish her statement.

Ms. Leedy stated to Council Member Travis that she has been heavily involved in the rescue world for quite some time now. She does everything from fostering entire litters of puppies to transporting 25 dogs 5,000 miles down to Alabama and back. BARC is on a lot of radars right now and they are getting national exposure and not in great ways. There are many states and even cities in Texas that have adopted much better, more humane ways to handle the stray population. Euthanizing in this sort of mass number is just not the solution.

Mayor Turner stated that it’s important to note that we put these dogs on a list and we are providing more notice to all of those who want to rescue or adopt. That is what the people have asked for. And now to criticize BARC for doing the same thing that people have asked for is disingenuous at a minimum. The very fact that working with rescuers and other partners, where you have eight dogs that were on the list and six were released, he would think that is a good thing. That’s working collaboratively and he thought that‘s what they wanted. He is certainly going to be very suspect of anybody from the outside criticizing what’s happening here in the City of Houston. This is the city that he deeply loves. He appreciates partners whether they are local partners or national partners, but let’s come working collaboratively to move things forward. We don’t have to indict the department or even the people who are working within the department. We have some outstanding people but we can always do better and we should always want to do better. That’s why he appreciates the staff reaching out and having meetings with our partners, taking their input, taking their suggestions and not being defensive. He thinks those are all good things and he dreams of the day when we dont have to have these conversations at all.

MAYOR’S REPORT

Mayor Turner stated that the City has launched a new and innovative 3-1-1 Platform that should make it easier and quicker and more convenient for customers to request information on the city services and report non-emergency issues. On June 26th, we launched the next version of our 3-1-1 System. In the CIP process for Fiscal Year 2021, we authorized the Administration and Regulatory Affairs (ARA) Department to conduct a complete replacement for the 3-1-1 System that is known as LAGAN. He instructed ARA and HITS to procure and design a system to resolve the largest pain points in LAGAN, prepare the City for the increased demand for services over the next 10 to 20 and, above all, to think outside the box and embrace smart City Technology. That’s exactly what we have done. We will be working through any glitches in this new system, but once it is all done and complete it should work extremely well. Over the last 9 months, ARA and HITS have engaged in an inclusive process of collaboration, design, development and testing and we are calling our new system The Customer Relations Information System or 3-1-1 CRIS for short. This cloud-based application powered by Microsoft dynamics fundamentally changed the way we interact with our customers by delivering an advanced self-service platform that makes interaction easier, quicker, and more convenient. If they hear any concerns or problems to let them know and they will get right on top of it. If they have any questions, contact ARA or HITS.

At 9:07 a.m. Council Members Martin and Travis entered the meeting.

With regards to vaccination, we all know that the Delta Variant is still very much present in our communities. So, to avoid another wave of this, he wants to encourage people that are unvaccinated to please get vaccinated. The Texas Medical Center, for example, said that 99% of people that are in our hospitals in Houston are people who elected not to be vaccinated.

Mayor Turner stated that the City of Houston has made the top 10 list for the Top 10 Overall America Cities of the Future. The Bayou City has been named to Times Magazine prestigious list of World’s Greatest Places in 2021. Houston is the only Texas city to appear in this particular listing. The list also includes cities like Athens, Beijing, France, Portugal, and Marrakech Morocco.

On Saturday, he will join with the Office of Complete Communities of the Houston Parks and Recreation Department to unveil the newly renovated Zurrrie Malone Park. The park is located at 2901 Nettleton in the Third Ward area. The Parks Department is hosting its inaugural Love Our Parks Fest and Malone Park from 10:00 a.m. to 2:00 p.m. The fest will feature family friendly activities and programs from Houston Parks.

Mayor Turner stated to Council Member Plummer that they have been praying for her and her family and will continue to pray for them.
