A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. At 1:51 p.m., Mayor Turner called the meeting to order and recognized Council Member Kamin for a proclamation.
Council Member Kamin presented a proclamation honoring EMS, Dr. David Persse in celebration of EMS’s 50th Anniversary. To accept the proclamation was Dr. David Persse and Chief Peña.
Mayor Turner recognized Council Member Evans-Shabazz and she invited Reverend Dr. Ruth Allen Ollison (Beulah Land Community Church) for the Invocation after which she led the Pledge of Allegiance.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Director will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 3:00 p.m. in the Office of the City Secretary and then they will call the speakers name in the order that they have signed up. Vice Mayor Pro Tem Castex-Tatum stated that she knows they have quite a few speakers on the list to speak about BARC. They have recieved a memo that does say that BARC will immediately allow rescues, fosters and adopters to tag, adopt or place a hold on an aminal until 1:00 p.m. each day. At 1:00 p.m., any pet on the euthanasia list that has not recieved a rescue tag, adoption or hold request will be approved for euthanasia. BARC has granted more than 15 animal extensions since May 27th. The extensions are available and if people are looking to foster or wanting to help, please contact BARC. They have created a new urgent pets webpage. Vice Mayor Pro Tem Castex-Tatum knows that there are a lot of concerns but they can always improve to be their best and she believes that this is a step in the right direction. They appreciate all of the callers who are calling and expressing their concerns to help them improve the operations at BARC.

Houston Public Works says if she would put swales in, it would help water to be carried from her backyard into the drainage system.

Mayor Turner stated to Ms. Harding that they don’t have zoning and there are carve out in many ways for sexually oriented businesses and things of that nature. There are certain things on land use, like minimum lot size, that people can take a look at. He recommends getting with her district Council Member and looking at developments that are being proposed and they will do their very best to work with them.

MAYOR’S REPORT
Mayor Turner stated this morning the HESS Corporation is announcing a $9 million financial commitment over the next 3 years as part of its Learning for Life Partnership. It will fund educational programs and support services for children in three economically disadvantaged communities that are part of the Complete Communities Initiative. HESS employees will also volunteer time and their expertise to support these programs. A news release with more information is being distributed by HESS from his office this morning. He wanted to thank HESS for its investment and is looking forward to seeing how lives and communities are improved over time because of this generous investment and exciting development.
Yesterday morning, Mayor Turner and Council Member Knox were out in Dayton, TX, for a ribbon cutting celebrating the completion of the Loose Bayou Inter basin and Transfer Project. It’s the largest water project in the country. Along with the Mayor and Council Member Knox, there were representatives from the Coastal Water Authority, the Texas Water Development Board, Houston Public Works Director, Carol Haddock and community members from the Lake Houston area. This was a $381 million project, which is considered the region’s most important water supply project and represents the culmination of more than 50 years of work. The Houston Chronicle wrote about this in 1939 and the Texas Water Development Board came into existence in 1950. The project itself took another added step in 1970. In 2013 the Legislature created the SWIFT, which is a stormwater improvement infrastructure project to provide dollars to address drought situations at that time. Then they cut a ribbon in 2017 and yesterday they cut the ribbon for the completion. It will be able to transfer the water from the Trinity wall water that is coming into Lake Houston which meets a lot of our needs. Up to this point there is 250 million gallons a day but has the potential of providing up to 500 million gallons a day. This is a monumental project in collaboration with a lot of water authorities.
Also, today he spoke to Chief Finner and we all recognize the rising crimes in the City of Houston and the importance of collaborating with law enforcement agencies at all different levels to address the issue on crime. It’s all hands-on deck. There will be a Law Enforcement summit here today at City Hall with agencies from all over. The summit is to talk about how they can all work together and to utilize all the resources that we have. He wants to caution everyone going to grocery stores, restaurants or wherever you are to be mindful of your surroundings.
Mayor Turner stated that the Texas Children’s Hospital has been ranked number 3 amongst all children’s hospitals nationally in 2021 by the News & World Report Survey. He wants to commend the President and CEO, Mark Wallace, and his team for the accomplishment. The Hire Houston Youth program has started this week and he recognized some of the interns that were present in the chambers. He had the chance to meet with some of them. Today, he is going to be with the Challo brothers at the Toyota Center. He’s excited to present a proclamation to Houston’s World Champions, WBC Middleweight World Champion, Jamal Challo, and his twin brother, WBC, WBA, IBF, 154-pound World Champion, Jamael Challo. It will feature the local boxing communities and students from area high schools. It will be a showdown against Juan Marcee Montiel, live from the Toyota Center.
Before, he mentioned the Loose Bayou Inter basin and Transfer Project, which is making a difference on the region. Item 37 on the agenda addresses our water and wastewater system. It is a big deal because it’s about the infrastructure. Other than those annual slight modifications or adjustments, we haven’t had a water rate increase since 2010. A lot of things have happened since 2010. One thing, for example, is the consent decree. The Department of Justice stepped in 2013 and 4 months in, he got a call from the Department of Justice saying, “Mayor, it is now time to resolve this consent decree.” At that time, they were asking from $5 to $7 billion over and above our planned spend over the next 15 years. He didn’t agree to that and a few months ago, a judge signed that decree. Instead of it being $5 to $7 billion. It’s $2 billion. What’s the importance of that and why was the EPA and Justice Department involved because of the sanitary sewer and overflows and spilling out in many communities and the smell and the backup was horrendous. This is why Item 37 is before them. He wants to make sure that all questions are answered, and everyone understands what we’re doing. He will ask this item to be tagged so that all of their questions can be answered. He wants District Council Members to be able to explain to the people in their districts. People need to look at their water bill because 59% of the people in the City, their water usage is just 4,000 gallons or less. Between now and next week whatever questions there maybe, there needs to be a clear understanding of what we’re doing and what’s the price for not doing it. There is no other infrastructure that impacts everybody more than their water and wastewater. They have to make sure that the infrastructure is in place because it affects everything we do.
