A regular meeting of the Houston City Council was held at 2:00 p.m., with Mayor Sylvester Turner presiding with Council Members Amy Peck, Tarsha Jackson, Abbie Kamin, Carolyn Evans-Shabazz, Dave Martin, Tiffany Thomas, Greg Travis, Karla Cisneros, Robert Gallegos, Edward Pollard, Martha Castex-Tatum, Mike Knox, David W. Robinson, Michael Kubosh, Letitia Plummer and Sallie Alcorn; Randy Zamora, Legal Department and Stella Ortega, Agenda Office present.

At 1:32 p.m., Mayor Turner called the meeting to order and recognized Council Member Robinson for the first proclamation.

Council Member Robinson presented a proclamation honoring Houston Public Works Director, Carol Haddock, in recognition of National Public Works Week.

Council Member Thomas presented a proclamation honoring OCA-Greater Houston to recognize the extensive work they have done in District F regarding the 2020 Census and multiple community events. Accepting the proclamation is Debbie Chen.

Council Member Castex-Tatum presented a proclamation to Plant It Forward Farms Program celebrating their 10th Anniversary. Accepting the proclamation is the President, Liz Vallette.

At 1:56 p.m., Mayor Turner recognized Council Member Peck for the Invocation after which she led the Pledge of Allegiance.

Mayor Turner stated that he wanted to review some of the procedures for conducting the Virtual Public Session. He is requesting for Council Members to speak slowly and clearly because this will help the City Secretary, the Closed Captioner and the General Public. After roll call, they established there was a quorum. If by chance, for example, they have to leave, just let them know on the chat screen if they are leaving temporarily or if they are leaving for the duration because otherwise, they will assume that Council Members are present. If they are making the motion or seconding a motion, they will need to state their name and their action clearly so they can have it down for the record. The Agenda Office will be monitoring the chat and will provide him their names. Please don’t use the chat room just for chatting. Please mute themselves when they are not speaking and unmute themselves when they are recognized to speak. For the general public, in order to be recognized as a public speaker, they have to sign up for the meeting on Monday by 5:00 p.m. in the Office of the City Secretary and then they will call the Speakers name in the order that they have signed up. Mayor Turner stated to Ms. Tovar that they are adding more training for police officers and also providing additional financial support to expand our Crisis Intervention Teams. They are putting $25 million over the next 3 years into our Crisis Intervention Program Initiatives by bringing on more clinicians and more counselors to assist and diverting people away from just having to call the police. They recognize this is a high priority area for them because they want to get people help that they need.

Mayor Turner stated to Ms. Thomas that we want to deal with the crimes within our city. Public safety is their number one concern. As we are speaking right now, there are several panel discussions taking place nationwide by the United States Conference of Mayors. He was just

on one for one hour because cities across the nation are dealing with rising crime rates. The United States Conference of Mayors is having a 2-day discussion on just crime. For example, in Oakland, their crime has increased by 105% from last year. The average increase in crimes across the country has increased by 30%. Across the nation, small or large cities saw a significant increase in 2020 as we all dealt with COVID-19. In the City of Houston, we are 30% above where we were last year, This Police Department is working very intentionally on it. We are also working with community strategies, our community leaders and others investing in many of these communities.

Mayor Turner, in closing comments says we know that Governor Abbott issued an order preventing cities from mandating mask orders even in public facilities. Mayor Turner stated as the Mayor of the City of Houston, If you are a City of Houston employee and you have not been fully vaccinated, he continues to encourage you to wear the mask. Then the same thing for City facilities with children involved, he wants to encourage wearing the mask inside as well.

MAYOR’S REPORT

Mayor Turner stated that we had a lot of wind, thunder, lightning and rain throughout the City last night. Considering everything that took place, all went well. It was a fast-moving storm with an inch of rain for the past 6 hours. All of the bayous stayed within their banks. Centerpoint reported 18,000 people or homes without power. Of those18,000, 6,000 are within the city itself. The majority are north of I-10. There is still a flash flood watch until Thursday afternoon and rain is still excepted through Friday and maybe Saturday. He wants to thank the City of Houston employees and others who were working at the emergency center. Please be weather aware, weather alert because these systems can turn sometimes into more rain than previously indicated.

If you are a city employee or visiting a city facility and you have not been fully vaccinated, you should be wearing your mask. He wants to strongly encourage everyone to get vaccinated because there are many sites throughout the city. Please take the time and take advantage of the vaccine. Regarding the Houston Health Department, he wants to thank them for what they have been doing for the past 14 months. They are setting up a number of clinics and mobile units and going to restaurants and faith based institutions and clubs. As of May 16th 52% of Houstonians have had their first dose, 42.3% are fully vaccinated, 95.1%, ages 60 and above, had their first dose and 83.2%, ages 60 and above are fully vaccinated. He wanted to thank that age group.

Mayor Turner stated he didn’t want to forget that there are people still recovering from the Winter Storm in February. This week the Houston/Harris County Winter Storm Fund reports it has issued its 4th round of grants in the amount of $2,510,000.00 to non-profits to assist people with home repairs, disaster relief and unmet needs. He wants to thank people who have been affiliated with that.

This week marks the 3rd anniversary of the mass school shooting in Santa Fe, Texas and we continue to pray for all of those families that were impacted in that community. Ours hearts are with the community as they continue to mourn the loss of their loved ones.

Congratulations to former Houston Rockets basketball coach Rudy Tomjanovich, who was inducted into the NBA Hall of Fame this past weekend. Congratulations to Sam Houston State University for winning the Football Championship Subdivision title and it’s University’s first FCS title.

Mayor Turner stated that this afternoon, a press conference at 2:00 p.m. announcing pay raises for the Houston Firefighters in the Legacy room. Then tomorrow, at 11:00 a.m. at Emancipation Park, there will be an announcement with a group of African American Businesses and entrepreneurs announcing a Houston Social Justice and Equity Fund which involves a venture capital technology component.

Members of Council announced events and discussed matters of interest.

There being no further business before Council, the City Council adjourned at 11:03 a.m. Council Members Jackson, Travis, Gallegos Pollard, Knox and Plummer absent.
